Director General, Human Resources (Based in Shanghai)

Reporting to the Vice President and Chief Administrative Officer, this position is responsible for formulating and implementing the HR vision and strategy for the Bank. The incumbent will develop, implement, and monitor all HR policies and programs across areas such as talent acquisition, talent management, compensation and benefits, leadership, learning and development, performance management, succession planning, employee relations, diversity, and overall HR operations to support the Bank's growth and organizational goals.

Key responsibilities include:

  • Formulate, implement, and improve HR strategies, policies, and programs aligned with the Bank’s strategic and business objectives.
  • Manage and lead HR functions including workforce planning, talent acquisition, compensation and benefits, talent management, performance management, leadership development, and learning initiatives, identifying areas for improvement through stakeholder consultation.
  • Lead communication efforts regarding HR strategies, policies, and programs across the Bank.
  • Oversee and optimize the HR budget to ensure cost-effectiveness and efficiency, leveraging technology and outsourcing where appropriate.
  • Enhance the Bank’s reputation as an Employer of Choice.
  • Stay informed on the latest HR trends within multilateral development institutions, financial sectors, and the private sector; improve HR practices accordingly. Maintain relationships with global HR professional associations.
  • Nurture talent and coach the team to promote continuous learning and development.
  • Perform other duties as assigned.

Position requirements:

  • Minimum 15 years of relevant professional HR experience, including leadership roles in multilateral development banks, regulated private financial institutions, or large corporations.
  • Deep knowledge of current HR trends and technological solutions for innovative HR practices.
  • Proven leadership in managing all HR functions.
  • Strong leadership and managerial skills for managing diverse teams.
  • Exceptional strategic thinking, change leadership, problem-solving, communication, conflict resolution, and interpersonal skills, with high resilience and goal-oriented drive.
  • Experience working in multicultural environments fostering teamwork and collaboration.
  • Master’s Degree or equivalent in HR from a reputed university; relevant certifications from recognized agencies are preferred.
