Responsibilities

Job description

Ensure that an oversight inspection and auditing program is in place supplemented by appropriate documentation record keeping reporting and coordination efforts to achieve compliance with the applicable local and international regulations for Aerodrome Certification Coordinate with FM to ensure BIA Airfield infrastructure compliances in line with ICAO standards and BCAA CAR001 and to meet BCAA Aerodrome Certification requirements Oversight FM and D T through planned and or ad-hoc audits and inspections to ensure framework is in place for monitoring all airside works conducted by D T FM contractors and other relevant parties Report any observed non-conformities or areas of concern to management immediately Support management of BCAA audit findings and the implementation of associated corrective action plans to achieve full compliance Oversight Airside Operations through planned and or ad-hoc audits and inspections to ensure smooth safe and efficient implementation of planned closures at the movement area Support management of the Aerodrome Certification audit including preparation and administration of audit schedules and development follow-ups on corrective action plans Conduct inspections at the airside and produce reports regarding pavement condition marking lighting signs and other observations affecting safety or airport compliance Ensure routine inspections of airside works to verify work permit compliance and adherence to local international regulations and SOPs Manuals Review maintenance programs schedules and procedures by D T FM and or contractors and report findings requiring attention or action Produce reports highlighting observations and recommendations for corrective and preventive action Participate in investigation of non-conformances to establish root cause and lessons learned Participate in incident or accident investigations when required Ensure oversight of the handover and takeover process and report deviations for immediate action by Airside Operations and FM Oversight the VDGS configuration process to ensure safety and operational compliance as per aircraft allowance chart for each stand Review and update the Aircraft Allowance Chart in coordination with Airside Operations FM and APOC Review and verify studies conducted by FM evaluating aircraft movement using Aviplan and AutoCAD to ensure safe movement parking and operation of aircraft Develop safety instructions and procedures where necessary Carry out a gap analysis to determine compliance level against aerodrome certificate requirements including BCAA CAR001 BCAA ANTR Vol 3 Part 19 ICAO Annex 14 and related ICAO documents Maintain the gap analysis through annual and ad-hoc reviews Coordinate corrective action plans with concerned departments based on MAS approvals and ensure necessary follow-up Support review and update of the Aerodrome Manual and Safety Management System Manual for compliance with regulations Participate in the review and development of safety and operational procedures instructions advisory circulars and related documents Ensure training on regulatory compliance ICAO Annex 14 BCAA CAR001 is delivered to Airside Operations and Aerodrome Safety personnel Monitor Airside Operations compliance with inspection requirements Support change management and risk assessment processes Maintain the company library of regulations up to date and monitor BCAA website for regulatory changes Review aeronautical studies and airside project documentation to ensure compliance with ICAO Annex 14 and BCAA CAR001 Report any observed non-compliance that may affect the aerodrome s obstacle limitation surfaces OLS Review reports on runway closures friction test levels ground marking AGL signage and pavement conditions Build audit programs and design checklists to ensure maintained compliance Manage auditors tasks and responsibilities to achieve compliance assurance with stakeholders and departments Ensure audit program achieves compliance with aerodrome certification requirements Support implementation of Safety Management System Manual including safety promotion campaigns inspections oversight auditing investigations and risk management Ensure knowledge transfer on roles responsibilities and competencies of Aerodrome Compliance to Aerodrome Safety personnel
