Qualifications

  • Master's degree in Procurement, Engineering, Business, Supply Chain or equivalent by experience.

Responsabilités

  • Setting daily/weekly priorities and allocate workload based on business needs, project requirements, CAPEX/TAR schedules, and risks for the technical procurement team
  • Coach, guide, and develop team members to strengthen procurement, commercial, and negotiation capabilities
  • Promote knowledge sharing, best practices, and market and supplier insights to build team capability
  • Act as the first escalation point for sourcing issues
  • Ensure the appropriate sourcing strategies for technical categories are developed in line with site objectives and functional direction, creating value for INEOS and ensuring compliance, performance improvement and total cost optimisation
  • Challenge and enhance scopes and specifications to optimise cost, performance and risk
  • Provides guidance on REVEX and CAPEX planning to ensure procurement deliverables are integrated early
  • Leads and steers complex RFx processes for engineering, maintenance, construction, CAPEX and REVEX scopes
  • Ensures transparency, compliance and objectivity in supplier selection
  • Negotiates contractual terms to secure best-value outcomes, performance guarantees and HSSE/IGGN compliance
  • Ensure supplier pre-qualification, HSSE compliance and risk assessments
  • Ensures accurate and timely requisitioning, PO creation and SAP documentation through functional coordination of the team
  • Resolves delivery issues, invoice deviations, disputes and master data inaccuracies
  • Monitors working-capital impact, payment terms and supplier adherence
  • Manage material-group performance including savings, supplier KPIs and working capital impacts
  • Manage supplier and contractor relationships to ensure performance, reliability and long-term value
  • Leads supplier performance reviews, resolves issues where needed and ensures KPIs/SLA compliance
  • Facilitates cross-site alignment on supplier performance, material group strategy and standardisation initiatives
  • Ensures strict adherence to IGGNs, procurement governance, templates and competition law
  • Drives continuous improvement in processes, tools, digitalisation and data quality
  • Ensures audit readiness and documentation completeness across team activities
  • Lead and support contractor qualification processes and HSSE performance evaluations

INEOS is a global manufacturer of petrochemicals, specialty chemicals and oil products, with revenues of around $60 billion. It comprises 36 businesses, each with a substantial heritage in the chemical industry. The production network spans 194 sites in 29 countries worldwide, employing around 21,000 people.

Our O&P Europe business unit, is responsible for the development and growth of the High Density Polyethylene and Polypropylene markets for INEOS.
For our procurement service team (Lillo, Geel and Neder-Over-Heembeek), we are looking for a Technical Procurement Lead.

About the role
  • Ensures efficient, compliant, reliable, cost-effective and timely sourcing and contracting of technical goods & services for the INEOS O&P EU Belgian Sites (Geel, Lillo, NOH)
  • Leads and develops the Technical Procurement team ensuring professional End to End Source-to-Contract procurement and management is applied in all steps of the process, eg sourcing strategies, RFx processes, contract negotiations etc, in order to deliver the CAPEX/REVEX/TAR activities at the sites
  • Supports the Site Procurement Manager in developing and executing the company's procurement strategy in Belgium
  • Ensures full compliance with INEOS Policies, processes, procedures and procurement Governance and legal requirements

Profile
Level of education & experience
  • Master's degree in Procurement, Engineering, Business, Supply Chain or equivalent by experience
  • Professional procurement certifications (CIPS, CPSM or equivalent) are preferred
  • 5+ years' experience in a Procurement Leadership role in industrial or petrochemical industry
  • Experience with CAPEX/REVEX procurement and technical categories
  • Demonstrated delivery of cost improvements and strong governance compliance
Technical skills
  • Strong Expertise of strategic sourcing, tendering, negotiating, contracting and supplier risk management
  • Expert knowledge of procurement and contract management with advanced commercial and negotiation capabilities
  • Understanding of technical equipment, materials and services in a chemical plant context
  • Strong analytical ability (cost models, benchmarking, supplier risk)
  • SAP MM and MS Office proficiency; GEP is a plus
  • Fluent in Dutch and English; French/German beneficial
  • Capable of coaching, guiding and developing team members towards strong delivery performance
  • Communicates clearly, concisely and confidently with different audiences and uses facts and data to strengthen messages
  • Makes balanced, risk-aware decisions based on evidence, business impact and HSSE requirements
  • Influences stakeholders effectively by anticipating concerns, presenting strong arguments and guiding discussions to alignment

This position is classified within a salary scale with a gross annual salary between € 101.181 and € 175.027 (incl. year-end bonus and holiday pay).
