INEOS Belgium is seeking a Project Procurement Lead to drive sourcing strategies for CAPEX and TAR projects across Geel, Lillo and NOH sites in Belgium. You will serve as the single point of accountability for procurement delivery, aligning with project governance and schedules.

This role requires strong leadership, cross-functional collaboration and a background in industrial procurement, CAPEX/REVEX, and HSSE/IGGN compliance. Fluency in English and Dutch is preferred; German/French a plus.

Qualifications

  • Master's degree in Procurement, Engineering, Business, Project Management or equivalent by experience.
  • Professional procurement certifications (CIPS, CPSM or equivalent) are preferred.
  • 5+ years' experience in a Project Procurement role in industrial or petrochemical industry.
  • Experience with CAPEX/REVEX procurement and technical categories.
  • Demonstrated delivery of cost improvements and strong governance compliance.

  • Develop and maintain project-specific procurement plans, fully integrated into master project schedules and budgets.

It comprises 36 businesses, each with a substantial heritage in the chemical industry. The production network spans 194 sites in 29 countries worldwide, employing around 21,000 people.

Our O&P Europe business unit, is responsible for the development and growth of the High Density Polyethylene and Polypropylene markets for INEOS. For our procurement service team (Lillo, Geel and Neder-Over-Heembeek), we are looking for a Project Procurement Lead.

About the role
  • Ensures efficient, compliant and reliable, cost-effective and timely sourcing and contracting of goods and services required for CAPEX and TAR projects across the INEOS O&P EU Belgian Sites (Geel, Lillo, NOH)
  • Acts as the single point of accountability for project-specific procurement delivery, integrating procurement activities into project schedules, budgets and governance, while aligning with Procurement Category Leads, Technical Procurement Lead and team members
  • Translates and implements together with the local project teams, the sites CAPEX and TAR projects needs into the appropriate sourcing plans and strategies in line with the strategic direction of the function
  • Guides and reviews complex RFx processes, drives contract negotiations and supports as a working leader CAPEX/REVEX/TAR activities in the team
  • Ensures full compliance with INEOS Policies, processes, procedures and procurement Governance and legal requirements
Responsibilities

Source to Contract
  • Lead and/or execute RFx processes for project-specific scopes in collaboration with Technical Procurement and Category leads
  • Conduct market research and identify alternative solutions and vendors that satisfy technical and operational requirements
  • Negotiates contractual terms to secure best-value outcomes, performance guarantees and HSSE/IGGN compliance
  • Ensure supplier pre-qualification, HSSE checks and financial due diligence for project-critical contractors
  • Ensure contract scopes, milestones and deliverables align with project execution and commissioning requirements
Procure to Pay (P2P)
  • Monitor procurement deliverables to ensure timely PO issuance, expediting, and on-site delivery of materials and equipment in line with project milestones
  • Track and report procurement-related costs versus budget, including forecasting and cost recovery where applicable
  • Ensure procurement activities support cash flow management, working capital targets, and project financing requirements
  • Monitor supplier and contractor performance during project and contract execution, with a focus on HSSE & IGGN compliance, schedule adherence, and technical quality
  • Escalate risks and implement corrective actions for delays, non-conformance, or scope changes
  • Ensure contractual obligations are delivered, including milestone payments, performance bonds, and warranty conditions
  • Drive lessons learned and post-project supplier evaluations for continuous improvement
Stakeholder & Governance Management
  • Manage stakeholder expectations across technical, commercial functions and business functions, ensuring procurement supports project safety, cost, and schedule targets
  • Lead and support contractor qualification processes and HSSE performance evaluations to guarantee full compliancy with company policies
  • Champion a strong safety, compliance and accountability culture within project procurement
Level of education & experience
  • Master's degree in Procurement, Engineering, Business, Project Management or equivalent by experience
  • Professional procurement certifications (CIPS, CPSM or equivalent) are preferred
  • 5+ years' experience in a Project Procurement role in industrial or petrochemical industry
  • Experience with CAPEX/REVEX procurement and technical categories
  • Demonstrated delivery of cost improvements and strong governance compliance
Technical skills
  • Strong understanding of project procurement, contracting and supplier risk management
  • Ability to translate engineering requirements into contractable scopes
  • Experience integrating procurement deliverables into project schedules and budgets
  • Understanding of technical equipment, materials and services in a chemical plant context
  • Familiar with HSSE, IGGN and procurement governance requirements
  • SAP MM and MS Office proficiency; GEP is a plus
  • Fluent in English and Dutch; French/German is a plus
  • Strong cross-functional leadership skills, able to coordinate diverse stakeholders and align priorities across engineering, procurement, and project teams
  • Structured, analytical and delivery-focused
  • Able to work under time pressure and manage competing priorities
  • Have high personal integrity and accountability, consistently championing HSSE, IGGN compliance, and strong governance in all project interactions

This position is classified within a salary scale with a gross annual salary between € 101.181 and € 153.234 (incl. year-end bonus and holiday pay).
