Job summary

HumanInTech seeks an experienced ICT project leader to support public procurement procedures for mobility-related systems. The role covers the full procurement lifecycle, from drafting guidelines to evaluating tenders and negotiating with bidders.

Based in the Antwerp region with hybrid working, it requires senior expertise and fluent Dutch. The position focuses on complex technical requirements, selection criteria and achieving the most economically advantageous tender, with a 400-hour workload

Qualifications

• 10+ years leading ICT projects in public procurement.
• 10+ years drafting procurement specifications.
• 5+ years with relevant mobility technology.
• Experience negotiating with external suppliers.
• Dutch language at CEFR level C2.

Responsibilities

• Provide operational and substantive support throughout the procurement lifecycle.
• Assist in preparing selection and award guidelines, procedurally and substantively.
• Analyze, develop and formulate complex technical requirements.
• Advise on definition of selection criteria and award criteria.
• Assist in evaluating tenders and formulating clarifications.
• Guide negotiation phases with bidders.
• Prepare evaluation reports and determine final ranking for best tender.
