Rhox is consolidating its 2026 ICT pipeline into one programme. We seek a Senior ICT Infrastructure Programme Manager to coordinate network projects across office IT and OT, plus Dynamics/Power Apps delivery and Azure migrations, including legacy-to-cloud moves.

You will establish governance, manage dependencies, organise stakeholder interviews, and report progress. The role requires 10+ years in PM with strong infrastructure, cloud and vendor coordination experience.

A public-sector organisation responsible for waterways and water-linked land in the Flemish Region is consolidating its 2026 ICT pipeline into one programme. As a Senior ICT Infrastructure Programme Manager, you will coordinate network projects across office IT and operational technology, Dynamics/Power Apps delivery, and Azure migration projects, including legacy-to-cloud and SaaS transitions.

The mission

The portfolio covers hybrid infrastructure for corporate IT and operational technology, including network work for a remote-control initiative. It combines network hardware selection, Azure projects for new applications, legacy migrations and selected moves to SaaS. The programme manager connects ICT staff, stakeholders and external partners while controlling budget, scope, milestones and timing. This supports mobility, waterway management, flood protection and recreation across Flanders.

You will lead a portfolio rather than a single project, establishing governance, sequencing dependencies and following delivery through completion. Your day-to-day scope includes clarifying needs, organising working groups and stakeholder interviews, coordinating decisions, and reporting progress. You will identify risks and issues, define mitigation actions, and keep project documentation and delivery processes complete. Your work gives the ICT function a coordinated view of interdependent infrastructure, platform and cloud changes.

Your responsibilities

Establish and coordinate network projects for office IT and OT, including the network scope of the remote-control programme. Direct projects on the Microsoft Dynamics and Power Apps platforms, aligning delivery with business needs and technical dependencies. Govern Azure projects and SaaS migrations, covering new applications in Azure and legacy environments moving to cloud services. Control budget, scope, milestones and timing across the programme, and deliver clear status reports to stakeholders. Identify risks and issues, maintain mitigation plans, and turn escalations into documented decisions. Align ICT staff and external partners, capture requirements and best practices, and maintain the documentation and processes needed for delivery.

Your profile

Essential skills

• Bring at least 10 years of project management experience, including at least 5 years of programme management for infrastructure or development programmes.
• Show a track record in infrastructure or development projects and substantial experience with network projects.
• Deliver projects on the Microsoft Dynamics and Power Apps platforms.
• Assess, select and purchase network hardware such as switches and storage.
• Work confidently with Azure Arc, WSUS, Check Point and Microsoft Entra ID.
• Coordinate Azure projects and migrations to cloud or SaaS environments, balancing technical dependencies, scope and delivery.
• Communicate clearly with ICT teams, stakeholders and external partners, with structured governance and reporting.

Preferred skills

• Use project control techniques and tools for risk management and issue management.
• Apply project management methods such as PRINCE2 or PMBOK, and programme management approaches such as Agile, Scrum or MSP.
• Use ITIL practices in infrastructure and service delivery.
• Work with MS Project, MS Office, PowerPoint and Excel for planning and reporting.
• Select project staff and contribute to software projects.
