Spacebel is seeking a Program Director for a strategic national Earth Observation Satellite Program to be implemented in the Democratic Republic of the Congo. This role requires steering a complex program spanning development, procurement, deployment, and operations, with governance across government, industry, and international partners.

Spacebel is currently seeking to identify highly qualified candidates for the position of Program Director for a strategic national Earth Observation Satellite Program being implemented in the Democratic Republic of the Congo (DRC).

The program encompasses the development, procurement, deployment, and operationalization of a complete Earth Observation system, including :

• A Low Earth Orbit (LEO) satellite of 250kg;
• A hyperspectral imaging payload;
• A national ground segment comprising satellite reception, mission control, and data processing facilities;
• A comprehensive capacity-building and technology transfer program aimed at ensuring long-term national autonomy in satellite operations and data exploitation.

The Program Director will be responsible for providing overall leadership and governance of the program, managing an executive team whose size will vary depending on the progress of the program, and stakeholders across government, industry, and international partner(s), overseeing technical and contractual execution through major work packages, mitigating risks, and ensuring successful delivery of all program objectives.

Spacebel would appreciate receiving information regarding your capability to provide some candidates with significant experience in:

• Space and satellite programs;
• Earth observation missions;
• Large-scale government or sovereign technology projects;
• Program governance, procurement management and contract management;
• Technology transfer and capacity-building initiatives.

It is imperative that the candidates speak fluently French and English.
