SITEC Quality Group in Belgium seeks a Piperack Commissioning Supervisor to oversee pre-commissioning and commissioning of Mechanical and Piping systems in the North–South Piperack area. Responsabilités

• Develop comprehensive pre-commissioning plans and procedures for machinery, outlining objectives and schedules.
• Collaborate with project engineers and commissioning disciplines to integrate pre-commissioning into the project schedule.
• Review Vendors procedures/reports and Sub-contractor Method Statements.
• Supervise vendor and subcontractor testing of mechanical/piping systems and liaise with Instrument Supervisors.
• Create and review commissioning test procedures and MS for piping/mechanical systems.
• Identify and troubleshoot issues during pre-commissioning and commissioning, document NCRs and coordinate actions.
• Prepare or review detailed pre-commissioning reports and maintain records of activities and results.
• Collaborate with the Commissioning Manager, other Leaders, subcontractors, and vendors; communicate results to stakeholders.
• Ensure compliance with safety regulations and that RAMS, PTW, and LOTO are properly implemented.

Role Overview:

The Piperack Commissioning Supervisor is responsible for overseeing the pre-commissioning and commissioning of the Mechanical / Piping systems within the North – South Piperack area. This role focuses on ensuring that all Mechanical / Piping are correctly installed, tested, and certified according to design specifications, Contract, procedures, and operational requirements, contributing to the safe and efficient operation of the Facility.

This position reports to the Project Commissioning Manager, and the Area Commissioning Superintendent

Responsibilities:

• Commissioning Planning
  
  
  
  • Develop comprehensive pre-commissioning plans, and procedures machinery, outlining objectives, and schedules for testing and validation.
  
  
  • Collaborate with project engineers and other Commissioning disciplines to ensure that the pre-commissioning activities are integrated into the overall project schedule.
  
  
  • Review Vendors procedures / reports, and Sub-contractors Method Statements.
  
  
  
  


• Testing and Verification:
  
  
  
  • Supervise Vendors and Subcontractor’ testing of Mechanical / Piping systems within North – South Piperack area, and liaise with Instrument Supervisors to allow Instrument Hook Up from piping side
  
  
  • Supervise integration tests to ensure that systems operate correctly and safely.
  
  
  • Supervise cleaning, leak tests and reinstatement for the assigned Process Systems
  
  
  • Interface with Construction personnel and Subcontractor / Vendors as applicable.
  
  
  • Drive Mechanical Completion on system and sub-system basis as required by the Project Schedule
  
  
  
  


• Test Procedure Development:
  
  
  
  • Create and / or review commissioning test procedures (CTPs), and Method Statement (MS) for Piping / Mechanical systems, ensuring they are detailed and in compliance with Contract, and industry standards.
  
  
  • Ensure that test procedures are clear and provide specific instructions for conducting tests safely and effectively
  
  
  • Determine temporary system requirements to enable pre-commissioning testing
  
  
  • Prepare schedules for Vendor testing, assistance and support
  
  
  • Determine plant, equipment, tools and specialist tool requirements for pre-commissioning
  
  
  
  


• Issue Identification and Troubleshooting:
  
  
  
  • Identify and troubleshoot issues that arise during the pre-commissioning and commissioning process, working closely with other Site disciplines to implement solutions.
  
  
  • Document any discrepancies from design specifications in Nonconformance Reports (NCRs) and coordinate corrective actions.
  
  
  
  


• Documentation and Reporting:
  
  
  
  • Prepare or review detailed pre-commissioning reports summarizing testing activities, results, and any issues encountered during the electrical commissioning process.
  
  
  • Maintain accurate records of all pre-commissioning activities, including test results, inspection reports, punch lists, and compliance documentation.
  
  
  
  


• Collaboration and Communication:
  
  
  
  • Work collaboratively with the Commissioning Manager, the other Commissioning Leaders, the Subcontractors, Vendors, and other engineers to ensure the effective execution of pre-commissioning tasks.
  
  
  • Communicate test results and findings to project stakeholders, including Commissioning Manager and clients, ensuring transparency and alignment.
  
  
  
  


• Safety Compliance:
  
  
  
  • Adhere to all health, safety, and environmental regulations during electrical commissioning activities.
  
  
  • Ensure that all safety protocols are followed and that personnel involved in commissioning are trained in relevant safety practices.
  
  
  • Ensure that RAMS, PTW and LOTO are correctly implemented and act as Approver of the PTW issue by Su-contractors
  
  
  
  


• Final Acceptance and Handover:
  
  
  
  • Participate in the final acceptance process, ensuring that all systems are fully tested, verified, and certified to meet the acceptance criteria.
  
  
  • Facilitate the handover of pre-commissioned systems to the operations team, ensuring they receive the necessary documentation.
  
  
  
  

Skills and Qualifications:

• A degree in engineering or a related field, with substantial experience in Process / Mechanical / Piping pre-commissioning & commissioning.
