Job summary

NCIA in Belgium is seeking an Oracle E-Business Suite Financials Functional Consultant to support the FinS service. The role focuses on EBS Financials and Purchasing, providing Level 2/3 functional support across finance processes.

The contractor will work on-site in Braine-l'Alleud, Belgium, starting 15 November 2026 and ending 30 December 2026, with a total scope of 279 hours and standard office conditions. International travel may be required.

Qualifications

• Strong knowledge of Oracle E-Business Suite (R12.2.x) Financials and Purchasing.
• Experience with General Ledger, Accounts Payable, Accounts Receivable.

Responsibilities

• Provide functional support for Oracle E-Business Suite (EBS) and related applications such as GL, AP, AR.
• Provide Level 2 and Level 3 functional support.
• Investigate and resolve incidents, problems and service requests.
• Log, track and maintain support tickets within agreed service levels.
• Gather and analyse new business requirements and change requests.
• Support application configuration, setup and functional design.
• Develop and review requirements, functional/technical design documents and system specifications.
• Estimate effort for new requirements and implementations.
• Perform full lifecycle testing before User Acceptance Testing (UAT).
• Support integration activities across projects and Service Lines.
• Escalate complex issues to vendors or other technical teams and follow through to resolution.
• Maintain knowledge-base documentation.
• Provide Oracle EBS guidance and training to users.
• Support users with best practices and self-service resources.
• Deliver briefings and presentations.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. Role Background

NCIA requires an Oracle EBS Financials Functional Consultant to support the FinS Application Service in Braine-l'Alleud.

The FinS service supports Oracle E-Business Suite applications used across NATO for business processes including finance, acquisition and travel . The contractor will work as a Level 3 Support Engineer , providing functional support and continuous improvement for these applications.

Role Duties and Responsibilities
