Job summary

NCIA is seeking a Project Manager to oversee NSIP projects, including major cybersecurity procurement initiatives. You will manage insourcing/outsourcing, ensuring delivery within scope, time, cost and quality, while developing proposals and evaluations requiring SME expertise.

You will report to the Cybersecurity Service Line and NCIA management, ensuring projects are monitored across levels using the MS-EPM framework and best practices.

Qualifications

• Active NATO SECRET security clearance is required.
• Master's degree or higher in Management or related field; or demonstrated 12 years of relevant experience.
• PM qualification such as PRINCE2 or PMI PMP is required.
• Extensive experience managing large Cybersecurity or ICT projects.
• Proactive stakeholder engagement with strong briefing skills.
• Ability to build networks with customers and staff at all levels.

Responsibilities

• Be responsible for NSIP projects and major procurement initiatives in Cyber Security.
• Manage procurement processes, insourcing/outsourcing to meet scope, time, cost and quality.
• Develop project proposals, technology evaluations and other SME activities.
• Support reporting to Cybersecurity Service Line and NCIA management across levels.
• Use MS-EPM framework to develop and maintain project plans per NCIA directives.
• Monitor progress and ensure resources align with budget and timelines.
• Identify, plan and manage resource deployment to hit milestones and trigger corrective actions.
