Spektrum supports apex purchasers and defence clients in NATO, EU, and national government sectors. The role is based in Mons, Belgium, on-site, focusing on Change Management within the NCI Agency programs and ticket coordination across CR workflows.

The candidate will manage Change Request processes, participate in governance boards, and ensure accurate documentation and communication with stakeholders. A background in cyber security and ITIL certification is preferred.

Qualifications

• 3+ years as Change Manager, preferably in Cyber Security.
• Proficient with BMC ITSM suites.
• ITIL v3/4 certification or equivalent.

Responsabilités

• Coordinate daily Change Request tickets (CR) and ensure triage of new NCSC-related tickets.
• Ensure timely closure of NCSC tickets and tasks in external systems.
• Document workflows, coordinate progress, and close change tickets.
• Lead/participate in weekly change-related boards (CAB, TRB, RGB, etc.).
• Facilitate Change Management meetings and ensure action items are tracked.
• Prepare NCSC members for weekly change-related boards and distribute information.

Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

• Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
• Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
• Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
• Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
• Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise’s: NATO International Civilians (NIC)’s, Military (Mil), and Interim Workforce Consultants (IWC)’s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

Take a “hands-on” approach to daily Change Request (CR) ticket coordination, including but not limited to:

• Ensure timely triage of new NCSC-related tickets created in NCSC’s various ticketing systems.
• Ensure timely closure of NCSC-assigned tickets and tasks in external ticketing systems.
• Ensure rigorous documentation, coordination, progression throughout workflows, and timely closure of all Change tickets.
• Participate in and make meaningful contributions to weekly change-related boards, including but not limited to:
• Impact Assessment Reviews, Technical Review Boards (TRB), Change Advisory Boards (CAB), Release Governance Boards (RGB), Capacity Management Boards, etc.
• Facilitate and manage Change Management related meetings (e.g., CAB, TRB, RGB meetings):
• Demonstrate strong organizational and soft skills by keeping meetings on track, ensuring all stakeholders are heard, and document actionable outcomes.
• Ensure that NCSC members are prepared for weekly changerelated boards.
• Organize and conduct NCSC’s weekly Distributed Change Advisory Boards (D-CAB).
• Execute coordination and information gathering activities within NCSC, NCIA, and with stakeholders, in support of the above activities.

Essential Skills, Experience and Certifications

• At least 3 years previous Change Manager experience, preferably in a Cyber Security domain.
• Proficient at using BMC’s ITSM suite.
• ITIL v3 Transition or ITIL v4 equivalent Certification

Desirable Skills, Experience and Certifications

• Cyber Security Domain Knowledge: be able to thoroughly assess Change Requests related to cybersecurity, understand their technical background, and quickly perform accurate triage and risk assessments.
• Knowledge/Experience of Cyber Security services (SIEM, NIPS/IDS, FPC, Malware and Forensics, Pentesting and Hardening, Vulnerability scanning), commercial tools and technologies.
• Technical background and hands-on experience in network (Cisco/Juniper), systems (Linux/Windows), virtualisation (VMware/Hyper‑V), back‑up and recovery solutions.

Education

• A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 2 years post‑related experience;
• Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post
