Euractiv is seeking a motivated Policy Officer to support its Brussels office in developing carbon capture, utilization, and storage (CCUS) policies. The successful candidate will engage with members and EU institutions, draft reports, and represent the association in various forums.

The ideal candidate has a degree in a relevant field and 1-3 years of experience in energy policy, particularly related to climate change and CCUS. This full-time position will offer a competitive salary and hybrid working arrangements.

Climate Change is one of the greatest challenges of our time and the ability to capture, transport and store or utilise carbon dioxide will be crucial to ensure a sustainable, competitive and equitable transition to a low-carbon economy.
The CCSA is seeking a highly motivated Policy Officer to join our expanding Brussels office at this very exciting time in the development of the carbon capture and storage and hydrogen industries. You will contribute to the development and implementation of effective CCUS, including carbon dioxide removal (CDR) policies across the EU.

In Europe, the European Union is progressing on key files across the entire CCUS value chain, such as the Net Zero Industry Act, the upcoming CO2 transportation infrastructure and markets package, the ETS revision and the Industrial Accelerator Act, among others. In parallel, several member states are implementing concrete measures to support CCUS initiatives. The CCSA works closely with European Institutions to ensure these projects progress and to establish a clear plan for a self-sustaining CCUS industry and an EU-wide CO₂ market by the 2030s.

The CCUS industry is global and many of our members are actively developing projects in the power, industrial, hydrogen, fuels and carbon removals sectors all around the world, yet still see Europe as having one of the most conducive environments for successful CCUS projects and clusters.

Who are we?

The CCSA is a trade association representing over 100 organisations accelerating the commercial deployment CCUS through advocacy and collaboration. Our ambition is to see CCUS developed and deployed at the pace and scale necessary to achieve net zero emissions by 2050 and deliver sustainable growth across regions and nations.

We represent a wide variety of organisations with an interest in the development and deployment of CCUS across many applications to decarbonise heavy industries, power and hydrogen production, and remove carbon dioxide directly from the atmosphere. The CCSA team works across two offices, with staff based in Brussels and London.

The role

The CCSA is seeking a highly motivated and ambitious Policy Officer to support the Policy team activities of the association at this very exciting time in the development of the CCUS industry. The successful candidate will join a small and dynamic team covering the following policy areas across the CCUS value chain:

• Low‑carbon power
• CCUS‑enabled hydrogen
• Low‑carbon products
• Subsurface and storage
• Planning and permitting
• Supply chain and skills
• Financing and investment
• Carbon market policy

As a Policy Officer, you will play a central role in delivering the CCSA’s policy and advocacy work, engaging directly with members, European institutions, Member States and other key stakeholders. You will develop CCSA reports, briefing notes, and consultation responses, coordinate member groups, and be an ambassador of the Association, speaking at industry conferences and representing the industry on European working groups and taskforces at external events. The role also involves contributing to the CCSA’s communications and events programme, including webinars and the annual conference.

The ideal candidate will have experience in regulation or policy within the energy or environmental sectors, a strong interest in climate change, and a solid understanding of CCUS, with knowledge or understanding of one or more key policy areas (as listed above).

Working closely with colleagues across the association, you will contribute to the association’s external profile and ensure strong internal alignment across the CCSA. This includes working closely with the External Affairs and events teams on lines to take and messaging. As well as working collaboratively with the CCSA UK office in London.

You will need to be a self‑starter, capable of working to tight deadlines, and highly skilled in building, managing, and influencing stakeholder relationships. You will be expected to lead these relationships from the outset and ensure the policy work you drive forward is aligned with wider cross‑sector priorities and communicated effectively to all relevant parties.

• A relevant undergraduate degree in politics, environmental economics, engineering, geology, environmental sciences, or a related field.
• Minimum 1‑3 years’ relevant experience in EU climate and energy policy, with strong expertise in Carbon Capture Utilisation and Storage, carbon removal, carbon markets and climate mitigation.
• Proven ability to analyse and translate complex policy and technical content into concise recommendations.
• Deep understanding of the EU institutions and policy‑making processes.
• Strong understanding of CCUS technologies, and knowledge of one or more key policy areas relevant to the sector.
• Strong verbal communication and presentation skills, including chairing meetings, leading discussions, and disseminating work to members, stakeholders, and external audiences.
• Strong influencing skills and a collaborative approach, with the ability to build trust and maintain productive relationships with a diverse range of stakeholders.
• Excellent written communication skills in English (other languages are an asset), including producing reports, briefing notes, and consultation responses that balance diverse stakeholder views and translate complex information into clear, targeted briefings.
• Exceptional organisational skills, including managing workloads, delivering to tight deadlines, and balancing immediate priorities with longer‑term objectives.
• A collaborative, proactive, and flexible approach, with experience working in cross‑disciplinary teams.
• Experience in a membership association, consultancy, or relevant industry, leading external‑facing activities and proactively managing relationships with a diverse range of stakeholders.
• Knowledge of the carbon markets and CDR technologies, including BECCS and DACCS.
• Knowledge of the ETS frameworks supporting decarbonisation.
• Understanding of decarbonisation financing and subsidies frameworks at the EU and Member States levels.

Competitive salary package

• Gross salary of EUR 3,000/month - Open to negotiation for a more senior role depending on relevant experience
• Up to 5% discretionary corporate bonus, based on annual gross salary

Hours and Location

This is a full‑time role. We operate from central Brussels with a hybrid policy. This role requires flexibility when it comes to event support and delivery, so there will need to be occasional travel across Europe including occasional evening engagements.
