A European policy organisation in Brussels is seeking a Policy Analyst to support the implementation of the Common Agricultural Policy (CAP). The role requires strong organisational skills, a background in agriculture or rural development, and at least five years of relevant experience. Candidates must demonstrate confident presentation skills and a high level of English proficiency. This is a full-time position, offering a competitive salary and the possibility of teleworking.

Qualifications

  • Minimum of five years’ experience in a similar position related to agricultural and rural economics.
  • Solid understanding of European Institutions and experience in the EU domain.
  • Ability to conduct research and write clearly for a non-academic audience.
  • Solid understanding of European Institutions and their functioning.
  • Experience in the EU domain (institutions or organisations).
  • Ability to write for a non-academic audience in English.
  • Experience organising workshops and events (online and in-person).
  • Confident presentation skills with high-level stakeholders.
  • Strong interpersonal communication, self-motivation and adaptability.
  • Proficient in MS Office applications.

Responsabilités

  • Support the policy design and implementation of the CAP and monitor agricultural and rural policies.
  • Organise and deliver workshops and events, managing all logistical aspects.
  • Draft CAP-related materials such as reports and presentations.
  • Designing content and supporting admin/logistics for events with speakers and attendees.
  • Identifying and analysing good practices relevant to CSP implementation.
  • Drafting CAP-related factsheets, reports and web content.
  • Creating and delivering presentations for CP and external stakeholders.
  • Collaborating within the CAPI CP team and with EC and stakeholders.
  • Contributing to EU CAP Network and wider CAPI CP work.

Connaissances

High level of knowledge and/or direct experience in EU policies
Strong interpersonal communication skills
Confident presentation skills
Excellent English (C1)
Good language skills in at least one other European language (B2)

This key role is about policy implementation through networks: the ideal profile has a strong agricultural and/or rural economics background, is people orientated and a good team player. As a significant component of the role involves organising and running workshops and events, therefore the candidate will need excellent organisational skills, be happy to multitask and confident to interact with a wide range of stakeholders.

Description of the tasks to be performed
  • Playing a key role in CAPI CP activities that support the policy design and implementation of the CAP, as well as monitoring wider developments in agricultural and rural development policies;
  • Developing the content for and delivering Thematic Groups and other relevant activities related to the (socio-)economic aspects of agricultural and rural development policies, with a particular focus on business resilience and competitiveness;
  • Leading and contributing to the design, organisation and delivery of online and in-person events and meetings related to CSP implementation and policy:
    • content development (concept note, background paper, agenda, annotated agenda, identification and briefing of speakers, animation/facilitation on the day, reporting and other follow-up outputs);
    • support to the admin & logistical aspects (save-the-date, invites, participants’ lists, etc.) in cooperation with communications colleagues.
  • The identification and analysis of examples and good practices relevant to the CAP Strategic Plans (CSPs) implementation;
  • Drafting a variety of CAP related written materials, such as factsheets, reports and web-content;
  • Creating and delivering presentations on behalf of CAPI CP, at CP and external stakeholders’ events;
  • Forming an integral part of the CAPI CP team, actively taking part in team discussions and communicating fluidly with other team members, the European Commission and a wide range of stakeholder organisations related the CSPs implementation and policy[1] ; and
  • Taking an interest in and contributing to the wider work of EU CAP Network and CAPI CP.
Selection criteria

The criteria below are essential to the role. Therefore, applications will only be assessed if all the criteria below are met.

  • A University degree in a subject relevant to agriculture and/or rural development;
  • At least five years’ relevant professional experience in a similar position or in fields related to agricultural and rural economics;
  • A high level of knowledge and/or direct experience in the delivery and implementation of EU policies, in particular the CAP and rural development programmes;
  • Solid understanding of the European Institutions and their functioning;
  • Previous professional experience in the EU domain (EU institutions or organisations working with EU institutions);
  • The ability to carry out background research and write this up in a clear and accessible way for a non-academic audience in English;
  • Experience in developing the content and supporting the organisation and delivery of workshops, events and meetings (online and in-person), including admin and logistical aspects;
  • Confident presentation skills with experience of delivering to high-level stakeholders;
  • Very strong interpersonal communication skills, self-motivation, adaptability and a desire to work as part of a team;
  • Excellent English (CEFR Proficient User C1) and good language skills in at least one other European language (CEFR independent user B2).
  • Proficient in the use of MS Office applications.
