Elia Group in Brussels is hiring a Chapter Lead – Delivery Enablement to drive systemic, efficient IT delivery across the digital portfolio. You will lead the Delivery Enablement chapter, develop, deploy and govern practices aligning with product strategy and financial planning, uniting Agile, UX, QA and Standards teams.

Working with product and IT leadership, you will improve ways of working, boost delivery performance and empower teams to deliver high-quality outcomes throughout the lifecycle.

Qualifications

  • Master’s degree (or equivalent) in IT, engineering or related field.
  • Extensive IT delivery experience (10+ years) in agile environments or large product organisations.
  • Proven track record implementing scaled agile (SAFe) in pan-European environments.
  • Proven ability to define and improve delivery frameworks or operating models.
  • Experience leading teams in complex cross-country setups.

Responsabilités

  • Define and drive the delivery enablement strategy, including standards and ways of working across IT.
  • Lead the implementation and evolution of scale agile and delivery practices across teams.
  • Align delivery capabilities with product strategy, portfolio priorities and budgets.
  • Provide clear visibility on delivery performance, capacity, risks and dependencies.
  • Lead, develop and coach delivery-enabler profiles and sub-chapters (Agile, Quality, UX, Standards & Methods).
  • Scale delivery capabilities by building and evolving teams and communities of practice.
  • Ensure governance of delivery processes, lifecycle management and performance metrics.
  • Promote end-to-end quality, usability and customer value across delivery lifecycle.
  • Drive continuous improvement based on data and industry practices.
  • Partner with product and IT leadership to improve delivery maturity.

Function

We are hiring a Chapter Lead – Delivery Enablement to enable systemic, efficient and high‑quality IT delivery across Elia Group’s digital portfolio. In this role, you lead the Delivery Enablement chapter, develop, deploy and govern delivery practices, standards and methods across the organization, ensuring alignment with product strategy, portfolio priorities and financial planning. The chapter brings together Agile, UX, Quality Assurance and Standards & Methods teams to strengthen end‑to‑end application lifecycle management, delivery performance and governance of the delivery model.

Working closely with product, portfolio and IT leadership, you improve ways of working, enhance delivery performance and ensure teams are equipped to deliver high‑quality outcomes across the full delivery lifecycle.

Key Responsibilities
  • Defining and driving the delivery enablement strategy, including frameworks, standards and ways of working across IT
  • Leading the implementation and continuous evolution of scale agile and delivery practices, ensuring consistency while enabling flexibility across teams
  • Aligning delivery capabilities with product strategy, portfolio priorities and financial planning cycles
  • Providing clear visibility on delivery performance, capacity, risks and dependencies to support decision‑making
  • Leading, developing and coaching delivery‑enabler profiles and sub‑chapters (Agile, Quality, UX, Standards & Methods)
  • Structuring and scaling delivery capabilities, including building and evolving teams and communities of practice
  • Ensuring effective governance of delivery processes, lifecycle management and performance metrics
  • Promoting end‑to‑end quality, usability and customer value across the delivery lifecycle
  • Driving continuous improvement initiatives based on feedback, performance data and industry best practices
  • Acting as a key partner for product and IT leadership to improve delivery maturity and organisational effectiveness
Your Profile
  • Master’s degree (or equivalent experience) in IT, engineering or a related field
  • Extensive experience (typically 10+ years) in IT delivery, agile environments or large product organisations
  • Proven track record of implementing and running a scaled agile framework, ideally SAFe, in a pan‑European or multi‑country environment
  • Proven experience in defining and improving delivery practices, frameworks or operating models
  • Experience in leading and developing teams in complex, cross‑team or multi‑country environments, including both disciplinary and technical leadership
  • Strong understanding of agile delivery, product‑centric ways of working and portfolio alignment
  • Solid analytical skills with experience in performance tracking and delivery metrics
  • Strong communication and stakeholder management skills, with the ability to influence senior stakeholders
  • Strategic mindset combined with a pragmatic, results‑oriented approach
  • Collaborative leadership style with a focus on continuous improvement, learning and delivery excellence
  • Fluent in English. Knowledge of Dutch, French and/or German is a plus
