Médecins Sans Frontières Belgium is seeking a Campaigns Manager (f/x/m) in Brussels to lead public-facing campaigns supporting migration advocacy. You will coordinate with MSF sections, partners and media to shape narratives and drive impact.

The role requires strong planning, stakeholder engagement, and experience in humanitarian communications. A hybrid work setup is possible, with start date as soon as possible in Brussels.

Qualifications

  • University degree in Communications, Journalism, Media Studies or a related area.
  • Minimum 5 years of experience in public facing campaigns or communications, ideally within humanitarian contexts.
  • Experience working across diverse teams and geographies.
  • Experience shifting public narratives on migration; campaigning in this area is mandatory.
  • Strong stakeholder engagement and negotiation skills.

Responsabilités

  • Coordinate and deliver high-impact public-facing campaigns in support of MSF's migration advocacy objectives.
  • Plan and monitor campaign activities, events and media placements in collaboration with MSF sections and partners.
  • Develop and implement MEAL processes to track campaign performance and learnings.
  • Engage with media, influencers and opinion leaders to advocate MSF's positions on migration.

CONTEXT

Migration is one of the defining humanitarian issues of the past decade in Europe. Across many contexts, MSF teams witness the medical and human consequences of migration policies every day: people injured at borders, people trapped in detention systems, people dying along migration routes, and people excluded from healthcare simply because of their legal status.

In many parts of Europe, the dominant narratives around migration are increasingly framed in terms of security, deterrence, and border control, rather than humanitarian needs. This narrative shift has real-life consequences. Security and deterrence framing has increasingly brought with it a retrenchment of our space for humanitarian medical intervention, loss of access and an arguable dehumanisation of vulnerable people,both in public debate and in practice.MSF is simultaneously witnessing patients being left without the protection and fair treatment they deserve and is prevented from offering the life-saving care it is our job to provide.

Migration policies are strongly influenced by public perceptions, political narratives, and societal debates. Advocacy and communication are deeply interconnected: What we say contributes to societal perceptions of migration, which in turn influences politics. Political debate defines our operational reality.Grounded in témoignage, speaking out and advocacy linked to our operational presence, MSF seeks to influence these debates.

As the Campaigns Manager, you will coordinate and deliver impactful public-facing campaigns in support of MSF's migration advocacy objectives.

MAIN RESPONSIBILITIES

Campaign planning

  • Define a coherent campaign plan with clear deliverables, milestones and ways of measuring impact in close coordination with the Communications Advisor responsible for European Migration
  • Coordinate with MSF operational centres (OCB and others) and key partner sections to ensure intersectional support for joint action, as well as relevant contributions from partners
  • Coordinate with key functions across MSF, including multimedia and digital teams in relevant sections
  • Ensure campaign plans are informed by MSF operational priorities and developed in close collaboration with Operations and Analysis colleagues, HRT EU, partner sections and other relevant stakeholders
  • Provide quarterly progress updates and other ad hoc progress reports as required
  • Coordinate the design and production of impactful audiovisual campaign assets and other relevant materials
  • Deliver targeted digital campaign initiatives and activities, focusing on key audiences via appropriate delivery channels
  • Plan and deliver public events, in partnership with OCB and relevant partner sections
  • Build relationships with key media and deliver impactful media pieces, including op eds placed on influential platforms, interviews, media features and other types of relevant outputs, in the framework of migration campaign strategy
  • In collaboration with partner sections, identify opportunities for partnerships with opinion leaders and influencers willing to contribute to MSF campaigns on migration.
  • Build partnerships with other organisations willing to team up with MSF in the delivery of campaigns on migration
  • Engage with key advocacy stakeholders such as MEPs, as part of the strategic delivery of campaign objectives

Campaign monitoring, evaluation and learning

  • Create a meaningful campaign Monitoring, Evaluation and Learning (MEAL) framework and ensure monitoring data is adequately collected and stored in order to inform decisions on strategy for impact with target audiences.
  • Create a campaign reporting system and offer regular updates to key teams in OCB and partner sections.
  • Actively create opportunities to celebrate success and learn from doing, sharing lessons learned across the MSF movement.
REQUIREMENTS

Education & Experience

  • University Degree in Communications, Journalism, Media Studies, or a related area of study
  • Minimum5years ofexperiencein public facing campaigns or communications, ideally but not exclusively within humanitarian contexts
  • Experience in working across diverse teams across different geographic locations
  • Experience of working to shift public narratives across diverse contexts. Experience of campaigning on the topic of migration is mandatory
  • Experience of working with diverse audiences and stakeholder groups
  • Proven capacity to collaboratively engage a large number of stakeholders
  • Strong organizational and portfolio management skills
  • Knowledge of humanitarian communication and campaign strategies
  • Understanding of digital and social media tools
  • Strong negotiationand communication skills, resilience, and adaptability
  • Strong interpersonal skills to work effectively across diverse teams andcultures

Languages

  • Proficiencyin English,both spoken and written is mandatory
  • ProficiencyinFrench, both spoken and written isa strong asset
CONDITIONS
  • Expected starting date:As soon as possible
  • Location:Brussels

Due to legal administrative constraints, given the duration of the contract, candidates must already have the permanent right as EU national, and/or valid work permit with mention of "Unlimited access to the labor market" to work in Belgium

  • Contract duration: 6 months, renewable up to 1 year following a review after 6 months
