Job summary

Insitu Pacific, part of Boeing, Brisbane, seeks a Trade Controls Specialist to implement, monitor and assure trade control compliance across ITAR/EAR and Australian export/import laws. You will mitigate risk, support business objectives, and ensure regulatory adherence.

You will develop policies, manage licenses, coordinate with US exporters and trade brokers, conduct audits, and deliver staff training while staying current with evolving trade regulations.

Qualifications

• High level of expertise in trade compliance issues (US ITAR/EAR and Australian regs).
• Knowledge of approvals via US State Department and Australian Defence Export Office.

Responsibilities

The Opportunity

We are seeking an experienced Trade Controls Specialist to join our team. This role is responsible for the implementation, monitoring, and assurance of trade control requirements at Insitu Pacific, including compliance with key regulatory frameworks such as ITAR, EAR, and Australian Export/Import laws. The Trade Controls Specialist mitigates trade compliance risk, supports business objectives, and ensures adherence to legislation, best practices, and standards.

Responsibilities

• Identify, assess, and communicate trade compliance implications for bids, programs, and transactions.
• Liaise with United States exporters, Related Bodies Corporate to generate and manage trade licences (e.g., Technical Assistance Agreements, Defence Export Control Office Authorisations), ensuring timely approval for business activities.
• Develop, maintain, and continually improve policies, procedures and guidance for trade control requirements across all relevant jurisdictions.

Shipments, Customs & Broker Management

• Collaborate with Supply Chain, Customs Brokers, and freight forwarders to ensure accurate trade classifications, marking, exemptions, and customs compliance.
• Manage relationships with import brokers, supervise their performance and compliance, and ensure all activities meet customs and regulatory standards. Oversee corrective action plans where compliance gaps exist.

Audit, Assurance & Monitoring

• Schedule, conduct, and report on annual self-assessments and internal audits of trade activity, documenting findings, risk register updates, and timely corrective actions.
• Perform periodic health checks of trade controls processes
• Lead or support audits and ongoing monitoring of Customs broker activities
• Maintain and update a trade compliance dashboard and risk register,

Verification & Record Management

• Coordinate and support verifications under ITAR/EAR
• Ensure accurate logging and secure storage of all trade license records,
• Support employee travel export logging.

Training & Continuous Improvement

• Develop, deliver, and monitor the effectiveness of ongoing training and guidance for staff and brokers
• Monitor regulatory changes, proactively and update business processes
• Maintain personal expertise in evolving trade, customs, and compliance regulations

General

• Provide trade control expertise and advice in bid planning and ongoing program support.
• Act as a central point of contact for trade-related queries from internal teams, government authorities, and related corporate entities.

Essential

Experience and Qualifications

• High level of expertise in trade compliance issues, particularly related to United States ITAR/EAR and Australian export/import legislation and regulations.
• Knowledge of requirements and processes for approvals through the US State Department and Australian Defence Export Control Office.
• Understanding of customs requirements, import/export procedures, and customs brokerage management; formal customs training/certification preferred but not mandatory.
• Experience or capability in conducting internal audits, health checks, compliance assurance activities, and managing third‑party service providers (e.g., Customs Brokers).
• Proven ability in contractual and legislative interpretation.
• Ability and willingness to develop, deliver, and evaluate training courses on complex subject matter.
• Commitment to continuous personal professional development in trade controls and customs.
• Willingness to undertake occasional domestic and international travel.

Desirable

• Experience administering and submitting applications, Technical Assistance Agreements and licences through the US Export System.
• Experience in Australia trade compliance regulations and legislation.
• Tertiary education in Business, Law, Commerce or a related discipline.

Eligibility

• Applicants must be Australian Citizens to meet defence security requirements
• Able to obtain an Australian Defence Security Clearance
• You may require a Foreign Work Authorisation (FWA) in order to perform this role. This is not a requirement set or determined by Boeing but by the Department of Defence under laws issued in 2024. Please refer to the Department of Defence website to understand these requirements.
