Job summary

Independent Broad-based Anti-corruption Commission (IBAC) in Melbourne CBD offers a full-time, ongoing role as a Technical Surveillance Officer within the Surveillance Team. You will plan, deploy and operate advanced surveillance capabilities to support major investigations and provide expert guidance to investigators and stakeholders in a sensitive environment.

Your new role

We have an opportunity for an individual to join our Surveillance Team as a Technical Surveillance Officer. Reporting to the Manager, Technical Surveillance, the role supports complex IBAC investigations through the planning, deployment and operation of specialist technical surveillance capabilities. You will apply contemporary technical expertise to develop practical and innovative solutions within a sensitive operational environment

Duties include:

• Plan, deploy and operate specialist technical surveillance capabilities to support complex investigations.
• Develop fit-for-purpose operational plans and strategies that meet investigative requirements, legislation, policies and procedures.
• Provide technical surveillance expertise, advice and support to physical surveillance operatives, investigators and stakeholders
• Manage technical surveillance equipment, operational documentation and evidentiary material, ensuring activities and records meet legal and organisational requirements.

About you

We are looking for candidates with the below experience and capabilities:

• Significant experience and contemporary knowledge in information technology, electronic engineering or a related technical field relevant to electronic surveillance.
• Demonstrated experience with technologies such as the Internet of Things, internet protocols, audio, radio frequency, Wi-Fi and Bluetooth.
• Knowledge of network architecture, virtual private networks and other secure delivery protocols.
• Significant technical surveillance experience within a national security, law enforcement or intelligence environment.
• Strong problem-solving skills and the ability to develop innovative technical solutions in complex operational circumstances.
• Demonstrated ability to remain calm under pressure, exercise sound judgement and adapt quickly to changing priorities.
• Strong interpersonal and communication skills, with the ability to work collaboratively and build trusted relationships.

Experience in convert methods of entry is highly desirable.

Due to the requirement to attain a Negative Vetting 1 security clearance, candidates must be an Australian citizen at the time of application.

Applicants must be based in, or willing to relocate to, Victoria.

Pre-employment testing

This position is classified as a Senior IBAC Officer under the IBAC Act. Senior IBAC Officers must be fit to safely carry and use defensive equipment when performing the functions of an authorised officer and are required to have a reasonable level of fitness and psychological capacity.

During the recruitment process, at IBAC's cost, you will be required to undertake and meet minimum requirements in relation to:

• Psychometric testing

Psychometric testing is completed online and undertaken across a 1-to-2-hour period comprised of timed and untimed components. Testing covers cognitive ability, personality, work values, and safety behaviours.

• Physical and medical capacity

Assessments are conducted during a 45-60-minute appointment, comprising of baseline evaluations for vision, hearing, mobility and spirometry in accordance with Australian Standards. Candidates will be required to demonstrate at a minimum: ten push ups, ten sit ups, ten body squats, and a three-minute step up cardio exercise.
