Job summary

Melton City Council is seeking a Learning & Development leader to drive the Learning team, design training solutions, and improve employee experience in line with the Wellbeing Plan. You will partner with stakeholders, manage contracts and budgets, and deliver annual corporate learning programs while supporting a culture of continuous improvement and governance within a fast-growing council.

Band 7 - Salary Range $109,825 to $122,758 per annum + 12% Super + ADO

The Opportunity

Reporting to the Organisational Development Coordinator and working in partnership with Chief People Officer and People and Safety Team, this role will lead the Learning team and partner with stakeholders to identify capability needs, design and deliver effective training solutions, plan annual corporate calendar, and improve compliance and induction program to improve employee experience, performance and effectively deliver in alignment with Council and Wellbeing Plan.

Through positive and consultative stakeholder relationships, needs analysis and training effectiveness practices, this role fosters culture of continuous improvement, learning, impact and governance.

Key Responsibilities
  • Lead the Learning team to deliver learning strategies, plans, policies, processes, systems, programs, assessments and reporting to drive impact and positive learning experiences.
  • Create, review and iterate a learning strategy, programs, systems and activities in alignment with the Council plans.
  • Partner with relevant internal stakeholders including content owners and subject matter experts (SMEs), to conduct needs analysis, develop, maintain and continuously improve learning programs that are fit for purpose.
  • Assess, evaluate and report on program effectiveness and impact to support continuous improvement of programs and processes.
  • Manage Council’s contracts, budgets and related reports for provision of learning activities and initiatives.
About you

To be successful in this role you will have the following:

  • Tertiary qualification and relevant experience or lesser formal qualifications and substantial relevant experience in the development and delivery of learning and development.
  • Demonstrable extensive experience working within a Learning function, including managing learning management systems, ability to conduct data interrogation, and continuous improvement initiatives.
  • Strong analytical skills to assess training needs, evaluate the effectiveness of training programs, and make data-driven decisions for continuous improvement.
  • Excellent verbal and written communication skills, including the ability to design and convey complex information clearly and effectively, as well as the ability to build positive relationships with diverse stakeholders.
  • Ability to manage multiple training projects and competing priorities simultaneously, including effective prioritization, planning, coordination, and execution, while ensuring adherence to deadlines, budgets, and quality standards.
  • Must hold or be able to obtain an Employee Working with Children Check.
