Job summary

Pinaka seeks an ISANO Systems Engineer in Canberra to join the Land Network Integration Centre, Symonston, ACT, on a full-time onsite basis. The role will establish the national ISA office and drive prototyping across ISA-enabled networks.

The successful candidate will lead requirements, design readiness reviews, risk management, and governance, providing technical authority and strategic direction to ISANO and LNIC. NV1 clearance is required with potential upgrade.

Qualifications

• Post Graduate Systems Engineering qualifications and significant professional experience in Computer Science, Software Engineering, Computer Engineering, or Electronic Engineering.
• 15 years of Industry experience in Project Management, preferably in ICT environments.
• Bachelor degree (4 years or higher postgraduate) in a relevant engineering discipline suitable to achieve membership of the Institution of Engineers or equivalent.

Responsibilities

• Develop and maintain the AMP06006 Stage 2 Systems Engineering Management Plan and Test and Evaluation Master Plan, including needs, requirements and test plans for the prototyping activity.
• Prepare and undertake requirements, design and test readiness reviews associated with the ISA prototyping activity.
• Engage with external engineering and technical stakeholders to understand technology solutions and frame ISA strategic direction and outcomes.
• Oversee engineering process alignment and governance across ISANO product lines in accordance with LNIC, Army and CASG engineering policies.
• Support the ISANO Project Manager with written reports and presentations, including fortnightly project status reports and monthly project situation reports.
• Provide technical support and engineering advice to ISANO and other areas of LNIC.

Job Details

The Land Network Integration Centre is establishing the Integrated Sensor Architecture National Office under Project AMP06006. The office will support Army’s adoption of the Integrated Sensor Architecture, a military off-the-shelf data standard used to integrate sensors across a common network.

The Systems Engineer will provide the technical expertise needed to establish the national office and conduct an ISA prototyping activity. The role will support the adoption and integration of ISA across Land domain tactical networks and contribute to the engineering, assurance, governance and compliance processes required by Army capability projects.

The successful candidate will exercise delegated technical authority over the development and maintenance of the prototyping activity. They will also provide technical support and advice across the Land Network Integration Centre as required.

Key Duties and Responsibilities

• Develop and maintain the AMP06006 Stage 2 Systems Engineering Management Plan and Test and Evaluation Master Plan, including needs, requirements and test plans for the prototyping activity.
• Prepare and undertake requirements, design and test readiness reviews associated with the ISA prototyping activity.
• Engage with external engineering and technical stakeholders to understand technology solutions and frame ISA strategic direction and outcomes.
• Oversee engineering process alignment and governance across ISANO product lines in accordance with LNIC, Army and CASG engineering policies.

• Identify and manage technical risks, escalating matters that may affect Design Team outcomes.
• Produce and maintain technical artefacts, documentation, reports and records.

• Support knowledge transfer, handover activities and continuity of capability.
• Perform other reasonable services directed by the SO2 Modelling and Standards or LNIC Executive Staff.

About the Land Network Integration Centre

The Land Network Integration Centre advises and directs Army’s digital network integration activities. Its mission is to maximise interoperability across Land, Joint and Coalition interfaces and ensure that Army investments integrate effectively across the Army Operating System.

The role sits within the Modelling and Standards team, which leads model-based systems engineering for the Land Domain Reference Architecture and manages the C4 standards underpinning that architecture.

About ISANO and Project AMP06006

Project AMP06006 was established to assure Army’s integration and adoption of the Integrated Sensor Architecture. ISANO will act as Army’s technical standards implementation manager for ISA, embedding requirements into Army projects and providing engineering, architecture and compliance advice.

The multidisciplinary ISANO team will support Land programs with test and evaluation, trials, verification and validation for ISA-compliant capabilities. Its initial prototyping activity will test implementation of the standard and validate the associated assurance and governance processes.

Selection Criteria

Mandatory Qualifications

• Post Graduate Systems Engineering qualifications and significant professional experience in Computer Science, Software Engineering, Computer Engineering, or Electronic Engineering.

OR

• Demonstrate a minimum of 15 years of Industry experience in Project Management, preferably in ICT environments
• Bachelor degree (4 years or higher postgraduate) in a relevant engineering discipline (e.g. Mechatronic, Electronic, Systems, Software or Computer) suitable to achieve membership of the Institution of Engineers or equivalent, with a strong system engineering background
• Suitable skills, qualifications and experience to hold Design authority as issued by the LNIC chief engineer.
• Possess the mandatory qualifications specified in the Duty Statement and Scope of Work.
• Demonstrated experience directly relevant to systems engineering, preferably in a military C4 environment.
• Be able to hold and exercise design authority where assigned by PEng LNIC.
• Hold, or be eligible to obtain and maintain an NV1 security clearance (minimum), with the ability to obtain and maintain any higher clearance required by Defence.
• Complete any mandatory Defence or role-specific training requirements.

Highly Desirable

• Chartered engineer status within institution of Engineers.
• Extensive experience (over 10 years) with design, build, and test (V&V) functions of C4I Military Systems, Networks, and associated Software using systems engineering practices.
• Experience in safety critical software or systems development processes and practices.
• Experience in providing strategic, high level advice to senior technical and executive staff on technical, design, and risk management items, (including escalation as appropriate).
• Knowledge of computing, telecommunications and data storage systems protocols and standards
• Extensive experience performing similar duties within Defence, Government, or industry environments.
• Demonstrated experience delivering outcomes aligned to the position's scope of work and deliverables.
• Strong stakeholder engagement, leadership, communication, and problem-solving skills.
• Experience working in complex, multi-disciplinary teams delivering capability outcomes.

Desirable

• Member of Institution of Engineers
• Previous ADF service or experience working within Defence.
• Experience with the Defence Capability System (DCS) and Defence governance engineering processes.
• Defence acquisition and sustainment experience. High level management skills, knowledge and experience in multiple engineering management methodologies, techniques and frameworks, including stakeholder management
• Ability to establish and manage executable key technical and engineering artefacts
• Demonstrated evidence of working within, and leading, multi-discipline ICT teams
• Project management experience, including planning, scheduling, risk management, and reporting.
• Experience supporting Army, CASG, AHQ, or other Defence organisations.
• Familiarity with Defence systems, policies, standards, and approval processes, especially the Land Worthiness process.
