Job summary

Icon Water in Canberra is seeking a disciplined Project Manager to drive front-end planning for essential services. You will turn asset insights and forecasts into actionable work programs and help shape a 10-year investment pipeline with robust business cases.

You will work with technical and operational stakeholders to assess risks, prepare clear reports, and ensure lessons learned feed future projects while upholding safety and environmental management standards.

Qualifications

• Relevant tertiary qualification in Engineering, with Project Management experience preferred.
• Knowledge of project management methodologies in line with the PMBOK.
• Extensive experience (5+ years) in Project Management, technical report writing and business case development roles.
• Site based project experience.
• Knowledge of the Microsoft Office suite of programs, including Microsoft Project.

Responsibilities

• Lead the development of program and project initiation documentation to convert high level statements into a preferred project option.
• Build and maintain effective relationships with internal and external stakeholders to support planning, approvals and delivery outcomes.
• Project manage projects through Envisage and Evaluate stages of the IPaD process with key stakeholders and technical advisors.
• Ensure the quality and appropriateness of solutions proposed to the business by design engineers and consultants.
• Develop project cost estimates and risk assessments with key stakeholders.
• Manage project cost, schedules, risks and issues throughout initiation stages.
• Provide input into designs, reports and advice including options analysis and risk assessments.
• Contribute to the development of the 10-year program of work for efficient delivery.
• Promote health, safety, quality and environmental management within Icon Water.
• Perform other duties within skill and training.

Position Overview

Play a key role in keeping Canberra and the surrounding region moving. This position sits at the front end of planning for essential services, turning asset insights, condition assessments, system performance data and future demand forecasts into practical programs of work. You will help shape a strategic 10-year investment pipeline, support strong business cases and provide the analysis needed to make smart, cost-effective decisions that keep critical services reliable now and into the future. Working closely with technical and operational stakeholders, you will investigate asset issues, assess risks and opportunities, conduct root cause analysis, prepare clear technical reports and ensure lessons learned are carried through into design considerations for future projects. Your advice will support informed decisions about asset integrity, operational performance and long-term service outcomes.

KEY RESPONSIBILITIES

• Lead the development of program and project initiation documentation including Concept Development Statements, User Requirements Specifications, Options Assessments and Business Cases to convert high level problem statements into a preferred and endorsed project option in readiness to hand over to Icon Water’s Infrastructure Delivery Branch.
• Build and maintain effective relationships with internal and external stakeholders, including proactively engaging, influencing and negotiating to support project planning, approvals and delivery outcomes. Navigate complex stakeholder environments by managing competing priorities, resolving issues constructively and maintaining professional relationships in challenging circumstances.
• Project Manage projects through the Envisage and Evaluate stages of the Investment Planning and Delivery (IPaD) process and engage key stakeholders and technical advisors, consultants and engineers as required to develop projects as appropriate, this may include technical studies, investigations, designs, workshops and data collection.
• Ensuring the quality and appropriateness of solutions proposed to the business by design engineers and consultants with due consideration of all options (including non-infrastructure solutions)
• Develop project cost estimates and risk assessments in conjunction with engineering, strategy, project delivery, finance, maintenance, operations and other key stakeholders.
• Manage project cost, schedules, risks and issues throughout the initiation stages (Envisage and Evaluate Stages)
• Provide input into designs, reports and advice such as options analysis, technical evaluation, constructability, cost and time estimates, risk, condition assessments as required
• Provide input into the development of the 10-year program of work to enable efficient and optimised delivery of the program.
• Actively participate and promote health, safety, quality and environmental management within Icon Water.
• Other duties within the employee’s skill, competence and training.

You can also demonstrate the following qualifications, knowledge and experience.

• Relevant tertiary qualification in Engineering, with Project Management experience preferred
• Knowledge of project management methodologies in line with the project management body of knowledge (PMBOK)
• Demonstrated sound knowledge of engineering and design processes (in water and wastewater assets preferable)
• Extensive experience (5 years plus) in Project Management, technical report writing and business case development roles.
