Job summary

The City of Whittlesea is seeking a Senior Development Manager – Precinct Delivery to drive complex precinct-scale development, coordinate investment and partnerships, and deliver community-focused outcomes across key city locations.

You will collaborate with internal departments, developers, investors and state agencies to shape commercial strategies, feasibility assessments and timely delivery of projects that align with council priorities and growth plans.

Qualifications

• Hold a tertiary qualification in Business, Property Economics, Property Development, Architecture or Built Environment, Construction, Project Management, OR demonstrated solid contemporary experience in a similar role.
• Demonstrate experience working in partnership with internal departments and external stakeholders, specifically including the property and business sector.
• Have extensive experience and achievement in delivering complex precinct scale development, translating strategic visions into great places for community and which attract further investment.
• Have project management experience with a track record of achieving quality, being timely, and demonstrating initiative and continuous improvement.

Responsibilities

• Coordinating Council investment and facilitation of high-quality private sector development aligned with Council delivery of infrastructure to advance the endorsed visions of our city, town and neighbourhood areas.
• Assessing development opportunities and advise Council on their feasibility, key delivery considerations and strategic implications for town centre plans, Council-owned land and other priority precincts.
• Developing and implementing commercial strategies and agreements including negotiations with landowners, developers, state government agencies, purchasers and tenants.
• Providing commercial advice and strategies to project teams and stakeholders to ensure alignment, accountability and delivery
• Delivering outcomes on the ground in key locations across the city and which provide momentum for investment.
• Building and maintaining effective, positive strategic relationships, partnerships and networks across government, private sector investors, community groups and internal teams to support organisational priorities and outcomes.
