Job summary

Sos Recruitment is seeking an experienced EL1 Program Manager to deliver a high‑impact international development initiative focused on climate resilience in the Pacific and Timor‑Leste. The role involves multi‑stakeholder coordination across government, NGOs and regional bodies, with an emphasis on governance, MEL and risk management.

The position is based in Canberra, ACT (preferred) or remote, with an ASAP start and duration of approximately 21 months (extendable).

Qualifications

• Experience managing complex multi-stakeholder programs, including work planning, budgeting, contracts, risk and reporting.
• Strong stakeholder engagement across government, multilateral organisations, NGOs or regional bodies.
• Knowledge of international development principles: results-based management, value for money, accountability, locally led development, safeguarding, GEDSI and climate integration.
• Understanding of climate and disaster resilience, anticipatory action and disaster risk financing.
• Ability to translate strategy into practical delivery arrangements with governance docs and performance frameworks.
• Excellent written and verbal communication for senior stakeholders and external audiences.

Responsibilities

• Lead day-to-day management and delivery of the program to meet objectives, time and budget.
• Coordinate governance, annual work planning, budgeting, risk management, monitoring and reporting.
• Manage relationships with implementing partners, advisers and service providers with clear scopes and timelines.
• Support governance frameworks covering MEL, GEDSI, risk and communications.
• Coordinate technical support across MEL, GEDSI, climate adaptation and locally led development.
• Build and maintain relationships with government and UN agencies, NGOs and regional bodies.
