Urban Utilities is seeking a Regulatory Analyst to join the Regulation and Economics team in South East Queensland. The role supports economic regulatory practices through analysis, reporting and regulatory assurance activities within a collaborative team.

The position offers exposure to pricing, revenue, service delivery and regulatory decision‑making, ideal for early‑career economists or analysts aiming to build expertise in economic regulation and infrastructure services.

Qualifications

• Tertiary qualification in Economics, Finance, Accounting or a related discipline.
• Early career experience in an analyst, economics, policy, research or data‑focused role.
• Strong analytical and problem‑solving skills with data and quantitative information.
• High attention to detail and ability to complete process‑driven tasks accurately.
• Strong written communication to present analysis clearly for stakeholders.
• Well‑developed organisational and time‑management skills.

About the Opportunity

We are seeking a Regulatory Analyst to join our Regulation and Economics team.

This role is responsible for supporting the consistent application of Urban Utilities' economic regulatory practices through analysis, reporting and regulatory assurance activities. Working alongside experienced regulatory professionals, you will help ensure our regulatory frameworks, decisions and submissions align with regulatory practice, precedent and stakeholder expectations.

This is an excellent opportunity for an early‑career economist or analyst looking to build a strong foundation in economic regulation, policy analysis and the operation of essential infrastructure services. You'll gain exposure to pricing, revenue, service delivery and regulatory decision‑making in a complex and highly regulated environment, while developing practical skills that underpin long‑term expertise in the field.

Success in this role comes from curiosity, analytical thinking and a willingness to learn. Much of the work involves detailed analysis, maintaining datasets and models, preparing documentation, and supporting recurring regulatory processes. You'll be part of a collaborative team that values accuracy, consistency and evidence‑based decision‑making, with opportunities to progressively build your knowledge of economic regulation and the water industry.

What You'll Deliver

• Support the delivery of economic and regulatory analysis that informs pricing, revenue and service delivery decisions.
• Maintain regulatory datasets, models and assumptions to ensure accuracy, transparency and regulatory compliance.
• Contribute to the preparation of regulatory submissions, reports and supporting documentation.
• Analyse economic, operational and industry data to identify trends, risks and opportunities that support decision‑making.
• Partner with stakeholders across the business to gather information and support the implementation of regulatory requirements and initiatives.

About You

• This role is ideal for someone who enjoys working with data, applying structured thinking to complex problems, and developing deep subject‑matter expertise through hands‑on experience and continuous learning.
• Tertiary qualification in Economics, Finance, Accounting or a related discipline.
• Early career experience in an analyst, economics, policy, research or data‑focused role, or demonstrated capability through university study and practical projects.
• Strong analytical and problem‑solving skills, with the ability to work confidently with data and quantitative information.
• High attention to detail and the ability to complete process‑driven and recurring analytical tasks accurately and consistently.
• Strong written communication skills, with the ability to present analysis and findings clearly for a range of stakeholders.
• Well‑developed organisational and time‑management skills, with the ability to manage multiple priorities and meet deadlines.
• A genuine interest in economic regulation, public policy, utilities or regulated industries, and a desire to build specialist expertise over time.
• A proactive learning mindset and willingness to develop knowledge of regulatory frameworks, economic principles and industry practices.
