Job summary

Stanley College is seeking a Quality Assurance Manager to lead the institution's Quality Management System across Higher Education. You will oversee policy, governance and quality frameworks, manage the self-assurance cycle and coordinate quality reporting to governance and executive leadership.

The role requires substantial experience in quality assurance within Australian higher education, strong policy development skills and proven leadership of a Quality and Compliance team.

Job description

In this role, you will lead the institutional Quality Management System (QMS) across Higher Education, ensuring effective quality assurance, self-assurance and continuous improvement. You will oversee the College’s policy, governance and quality frameworks, manage institutional quality reviews and improvement actions, and manage the Quality and Compliance team and quality reporting to governance committees and the Executive, contributing to the delivery of high-quality education outcomes and supporting the College’s strategic objectives.

KEY RESPONSIBILITIES

Quality Management System (QMS) Leadership

• Lead the institutional Quality Management System across Higher Education, ensuring quality assurance arrangements are effective, integrated and consistently applied
• Embed a culture of continuous improvement, ensuring quality processes are understood, owned and applied by academic and business units
• Advise on the quality and compliance implications of new delivery models, systems and business initiatives

Policy, Governance and Quality Frameworks

• Oversee the College’s policy, governance and quality frameworks, ensuring policies, procedures and supporting systems remain current, compliant and fit for purpose
• Manage the policy lifecycle, including development, consultation, approval, publication, scheduled review and version control
• Oversee document control and the policy, governance and quality registers, setting standards for version control, publication, record-keeping and evidence retention
• Ensure quality frameworks align with institutional strategy, delegations and governance structures, and that changes are communicated and implemented effectively

Institutional Self-Assurance and Quality Reviews

• Manage institutional self-assurance activity, including the annual quality cycle, internal reviews and risk-based monitoring of academic delivery
• Coordinate and track improvement actions arising from quality reviews, complaints and student feedback through to completion
• Maintain a robust evidence base demonstrating the effectiveness of quality processes, and coordinate preparation for external reviews, registration renewals and regulatory engagement

Team Management and Quality Reporting

• Manage, develop and support the Quality and Compliance team — Quality and Compliance Coordinator and Compliance Officer — setting priorities, allocating workload and building capability
• Manage institutional quality reporting, providing governance committees and the Executive with accurate, timely quality data, insights and recommendations
• Oversee secretariat support to key governance bodies, including Academic Board, Learning and Teaching Committee and Board of Examiners, ensuring meeting cycles, records and action tracking are effective
• Represent Quality and Compliance on relevant committees and working groups, and build effective relationships with internal and external stakeholders, including regulators

QUALIFICATIONS AND EXPERIENCE

• Degree qualification in education, business, quality management or a related discipline
• Substantial experience in quality assurance, compliance or governance within Australian higher education
• Demonstrated working knowledge of the Higher Education Standards Framework (Threshold Standards) and the ESOS Act and National Code
• Demonstrated experience managing a quality management system, policy framework and internal quality review cycle
• Experience preparing quality reporting and recommendations for governance committees and executive audiences
• Proven people leadership experience, including setting priorities and developing team capability
• Excellent written communication skills, with proven policy and report writing ability
• Postgraduate qualification in education, quality management, governance or business administration
• Experience supporting TEQSA registration and re-registration processes
• Experience in a higher education provider with international student cohorts
• Experience implementing or administering quality, policy or compliance management systems
• Strategic and analytical thinking, with the ability to translate regulatory requirements into practical systems and processes
• Sound judgement and risk awareness in a complex regulatory environment
• Strong policy development and documentation skills, with a high level of attention to detail
• Ability to influence and secure buy-in across academic and corporate functions
• Effective project and workload management, delivering consistently against cyclical deadlines
• Data literacy, with the ability to interpret quality data and present clear insights and recommendations
• Leadership and coaching capability, with a collaborative and outcomes-focused approach
