Job summary

Randstad Australia is recruiting on behalf of a Federal Government agency for a Project Manager to drive investigations, design reviews, procurement, and refurbishment of coastal/offshore assets from Brisbane.

The role features a 12-month initial contract with a view to extension, Brisbane CBD office, and travel requirements. You will coordinate governance, safety, and environmental compliance while delivering asset restoration.

Qualifications

• Extensive experience leading complex maintenance/construction projects from inception to close-out.
• Proven client-side project and contract management skills to run multiple marine/civil contracts.
• High-level negotiation, liaison, and stakeholder management skills.
• Strong understanding of government procurement guidelines, tendering processes, and contract management frameworks.
• Knowledge of environmental, risk, and WHS legislative requirements.

Responsibilities

• Develop and maintain an integrated program delivery plan, master schedule, and budget aligned with governance standards.
• Prepare RFQ and tender documentation, lead evaluations, establish contracts, and ensure value-for-money outcomes.
• Direct planning and execution of structural repairs, refurbishments, offshore installations, and marine systems.
• Maintain risk, issue, change, and decision registers; monitor safety, quality, and budget targets.

Job description

Randstad has partnered with a Federal Government agency responsible for maintaining national maritime assets, coastal navigation systems, and marine environmental protection.

Following severe tropical weather impacts that damaged operational marine assets throughout QLD, NT and WA, the organisation is establishing a dedicated program to restore their assets. As Project Manager, you will drive the ongoing technical investigations, engineering design reviews, procurement, structural repairs, and offshore refurbishment to return all affected infrastructure to full operational capability.

Key Responsibilities

• Develop and maintain an integrated program delivery plan, master schedule, and budget aligned with Commonwealth governance and regulatory standards.
• Prepare RFQ and tender documentation, lead technical evaluations, establish contracts, and ensure value-for-money outcomes in line with government procurement policies.
• Direct the planning and execution of structural repairs, coastal/offshore structure refurbishments, and the installation of solar power and specialised marine systems.
• Maintain risk, issue, change, and decision registers; monitor delivery against safety, environmental, quality, and budget targets; manage escalations.
• Coordinate complex internal and external stakeholder consultation, site access logistics, and statutory approval pathways.
• Conduct site inspections, quality reviews, technical acceptance, commissioning, close-out, and the transfer of asset documentation and lessons learned.
• Compile project, damage, and financial data to assist the client’s insurance advisors in processing the cyclone event claim.

Skills & Experience

• Extensive experience in leading complex maintenance/construction projects from inception to close-out.

• High-level negotiation, liaison, and stakeholder management skills.
• Strong understanding of government procurement guidelines, tendering processes, and contract management frameworks.
• Practical knowledge of contemporary environmental, risk management, and Commonwealth/State WHS legislative requirements.
• Highly Desired: Degree in Civil, Coastal, or Structural Engineering, paired with 5+ years of operational experience in coastal/offshore construction.
• Highly Desired: Technical expertise in offshore logistics, concrete remediation, protective coating systems, and marine navigation hardware.
