Job summary

The Department of Health Victoria in Melbourne is seeking a Program Manager, National Programs (Blood and Pharmaceuticals) to lead policy development and program management for national blood and pharmaceutical portfolios.

You will engage with sector stakeholders, represent the department in interjurisdictional forums and advise executives and the Minister on intergovernmental matters. Strong governance and risk management focus will drive program success.

Qualifications

• Experience in health policy and program management within government or complex service systems.
• Knowledge of ministerial and executive processes is desirable.

The Program Manager, National Programs (Blood and Pharmaceuticals) is responsible for policy development and program management of the department's blood and pharmaceutical portfolios, including leading engagement with key sector stakeholders, representing the department in interjurisdictional policy forums, and leading the development of advice for executives and the Minister on intergovernmental committees.

The role will contribute to strategic planning, financial and risk management, and continuous improvement of complex policy and programs to ensure ensuring effective governance, performance and system sustainability.

About you:

Main Accountabilities Include:

• Manages delivery of programs including responsibility for developing service delivery models aligning to Department and government objectives.
• Leads the implementation and oversight of key priority projectsby working across multiple projects, including designing and managing complex projects, andleadmulti-disciplinary teams to meet emerging and significant work pressures and demands, as required.
• Develops policy frameworks within area of expertise or responsibility based on defined organisational priorities.
• Pro-actively supports and leads policy development by monitoring policy gaps,trendsand issues, including keeping up to date with relevant developments in evidence,practiceor public discourse.

Qualification(s)

A tertiary qualification in health sciences, pharmacy, or public policy and administration is desirable.

• Demonstrated experience in health policy, intergovernmental relations, program management, or system improvement within government or complex service systems will be highly regarded.
• Demonstrated knowledge of and experience in managing and supporting ministerial, cabinet, parliamentary and departmental executive functions and processes is desirable.
