Job summary

CSIRO seeks a Procurement Advisor to join the Strategic Procurement team and lead high‑value, complex procurements that enable world‑class science.

Run end‑to‑end open approaches to market across a diverse portfolio, from corporate services to lab builds and equipment relevant to CSIRO research vessels and space communications facilities.

Qualifications

• Knowledge of the Commonwealth Procurement Rules (CPRs) or similar frameworks.
• Experience in undertaking Requests for Tenders (RFT) per policies.
• Ability to develop tender documentation including internal approvals and approach to market.

Responsibilities

• Undertake complex procurements and tender activities in compliance with CPRs and policies.
• Explain procurement requirements to stakeholders to ensure CPR adherence.
• Lead in developing procurement/tender documentation and manage the tender process end-to-end.
• Develop sourcing strategies aligning with CSIRO objectives.
• Assist in contract development from procurement activities (AS contracts, deeds, or CSIRO templates).
• Complete reporting of applicable procurement contracts.
• Liaise with internal clients to provide best value options.

The opportunity

Ready to use your procurement expertise to help deliver science that matters? CSIRO is looking for a Procurement Advisor to join our Strategic Procurement team and lead high-value, complex procurements that enable world-class research and support major national science projects.

In this role, you'll run end-to-end open approaches to market and work across a truly diverse portfolio from corporate services and state-of-the-art lab builds, to facilities upgrades, specialist scientific equipment and services that support the CSIRO Research Vessel and the Canberra Deep Space Communication Complex.

High-level duties include:

• Undertake Complex Procurements and tender related activities in a manner which is compliant with the Commonwealth Procurement Rules (CPRs), internal procedures, Procurement Connected Policies and Procurement Policy Notes.
• Explaining procurement processes and requirements to those responsible to ensure compliance with the CPRs and procurement connected policies whilst adopting best practice, given the complexity of procurement and the time-pressured working environment.
• Taking the lead in developing all associated procurement and tender documentation and managing the tender process from beginning and end.
• Provide support in developing sourcing strategies which support CSIRO objectives.
• Assist in the development of contracts as an outcome of procurement activities. These could be Australian Standard Construction contracts, Deeds of Standing Offer or standard CSIRO templated Contracts.
• Complete the reporting of applicable procurement contracts.
• Liaise with internal clients to anticipate their needs and provide potential options that provide the best value for money outcome for CSIRO.

Location and office arrangements: Black Mountain, ACT (preferred location)All other Australian capital cities with CSIRO Sites considered.

Salary: AU$100,103 - AU$113,251 per annum, plus 15.4% superannuation

As the successful candidate, you will bring:

Essential Criteria

• Working knowledge of the Commonwealth Procurement Rules (CPR) or similar Procurement Frameworks.
• Demonstrated experience in undertaking Requests for Tenders (RFT) in accordance with policies and procedures. Applicants are requested to provide examples of any RFTs they have undertaken, including an outline of their role in the procurement.
• Experience in developing tender documentation, inclusive of internal approvals and approach to market documentation (e.g. request for tender).
• Demonstrated ability to manage own workload to achieve results in a professional and timely manner.

Desirable

• Relevant qualifications in Government procurement and/or experience in a similar role
• Highly developed skills and application of Microsoft Word and Excel.
• Highly developed and influential communication and problem‑solving skills.
• Experienced in drafting contracts.
• Understanding of how the CPRs apply to a Corporate Commonwealth Entity (CCE) organisation.
