Job summary

CSIRO is seeking a Procurement Advisor to join our Strategic Procurement team and lead high-value, complex procurements that enable world-class research. You will run end-to-end open approaches to market across a diverse portfolio, from corporate services to lab builds and facility upgrades.

In this role, you’ll manage tender processes in accordance with CPRs, develop contract documentation, and collaborate with internal clients to achieve best value.

Qualifications

• Working knowledge of the Commonwealth Procurement Rules (CPR) or similar procurement frameworks.
• Experience undertaking Requests for Tenders (RFT) in accordance with policies and procedures.
• Experience developing tender documentation, including internal approvals and approach to market documentation.
• Ability to manage own workload to achieve results in a professional and timely manner.
• Relevant qualifications in Government procurement and/or experience in a similar role.
• Strong skills in Microsoft Word and Excel.
• Strong communication and problem-solving abilities.
• Experience drafting contracts and understanding CPRs for a Corporate Commonwealth Entity (CCE).

Responsibilities

• Undertake complex procurements and tender activities in line with CPRs and internal policies.
• Explain procurement processes to stakeholders to ensure CPR compliance.
• Lead development of procurement and tender documentation from start to finish.
• Develop sourcing strategies aligned with CSIRO objectives.

In this role, you’ll run end‑to‑end open approaches to market and work across a truly diverse portfolio from corporate services and state‑of‑the‑art lab builds, to facilities upgrades, specialist scientific equipment and services that support the CSIRO Research Vessel and the Canberra Deep Space Communication Complex.

• Undertake Complex Procurements and tender related activities in a manner which is compliant with the Commonwealth Procurement Rules (CPRs), internal procedures, Procurement Connected Policies and Procurement Policy Notes.
• Explaining procurement processes and requirements to those responsible to ensure compliance with the CPRs and procurement connected policies whilst adopting best practice, given the complexity of procurement and the time‑pressured working environment.
• Taking the lead in developing all associated procurement and tender documentation and managing the tender process from beginning to end.
• Provide support in developing sourcing strategies which support CSIRO objectives.
• Assist in the development of contracts as an outcome of procurement activities. These could be Australian Standard Construction contracts, Deeds of Standing Offer or standard CSIRO templated Contracts.
• Complete the reporting of applicable procurement contracts.
• Liaise with internal clients to anticipate their needs and provide potential options that provide the best value for money outcome for CSIRO.

Location and office arrangements:

Black Mountain, ACT (preferred location)All other Australian capital cities with CSIRO Sites considered.

Salary:

AU$100,103 – AU$113,251 per annum (pro rata for part‑time), plus 15.4% superannuation

As the successful candidate, you will bring:

• Working knowledge of the Commonwealth Procurement Rules (CPR) or similar Procurement Frameworks.
• Demonstrated experience in undertaking Requests for Tenders (RFT) in accordance with policies and procedures. Applicants are requested to provide examples of any RFTs they have undertaken, including an outline of their role in the procurement.
• Experience in developing tender documentation, inclusive of internal approvals and approach to market documentation (e.g. request for tender).
• Demonstrated ability to manage own workload to achieve results in a professional and timely manner.
• Relevant qualifications in Government procurement and/or experience in a similar role
• Highly developed skills and application of Microsoft Word and Excel.
• Highly developed and influential communication and problem‑solving skills.
• Experienced in drafting contracts.
• Understanding of how the CPRs apply to a Corporate Commonwealth Entity (CCE) organisation.
