Job summary

Banana Shire Council in Central Queensland seeks an experienced Civil Engineer to coordinate monitoring, assessment and strategic planning of the Council’s infrastructure assets, including roads, stormwater, bridges and related network infrastructure. Responsibilities

  • Lead development and implementation of infrastructure maintenance and renewal strategies.

  • Ensure asset data is captured, maintained and used in asset management systems and GIS.
  • Identify and prioritise future projects based on condition, risk and service levels.
  • Provide technical advice on asset condition and renewal priorities; validate resealing programs.
  • Assist with forward works programs to inform capital works planning and budgeting.
  • Liaise with Design and Delivery teams to move projects through investigation, design and delivery.
  • Identify and manage permits and regulatory requirements for works.
  • Promote the image of the Council and support strong public relations.
  • Liaise with clients, staff, the public, consultants and authorities as required.
  • Undertake routine administration tasks and support continuous improvement.

Opportunity

To coordinate the monitoring, assessment and strategic planning of Council’s infrastructure assets, including roads, stormwater, bridges and associated network infrastructure, to support the development and delivery of maintenance and renewal programs in accordance with Council priorities, industry standards and legislative requirements.

Banana Shire is situated in Central Queensland, Australia located 120 km west of the growing industrial city and port of Gladstone - and an easy drive to the city of Rockhampton.

Our population is approximately 15,000 people spread over 28,577 square kilometres. Major industries in the area include Coal Mining, Power Generation, Beef Production, dryland cropping and irrigation such as Lucerne and Cotton.

DUTIES AND RESPONSIBILITIES
  • Supervise, mentor and develop team members, ensuring a high level of performance and continuous improvement
  • Lead the development, implementation and continuous improvement of infrastructure asset maintenance and renewal strategies
  • Coordinate and manage asset inspections, condition assessments and data collection across Council’s infrastructure network including roads, stormwater systems, bridges, footpaths, and thirdparty assets (including grids, gates and similar infrastructure)
  • Ensure asset data is accurately captured, maintained and utilised within Council’s asset management systems and GIS platforms
  • Identify and prioritise future infrastructure projects based on asset condition, risk, service levels and whole-of-life considerations
  • Provide technical advice and recommendations on asset condition, maintenance requirements and renewal priorities, including validation of candidate projects for resealing and resheeting programs
  • Assist with the development and maintenance of forward works programs to inform Council’s capital works planning and budgeting processes
  • Liaise with the Design and Delivery teams to transition identified projects through investigation, design and delivery phases
  • Identify and assess potential water and gravel sources, and coordinate the investigation, approvals and ongoing compliance requirements associated with extraction permits and/or environmental authorities to support Council’s works programs
  • Contribute to the promotion of the image of the Council and the maximisation of good public relations
  • Liaise with clients, other Council staff, the public, consultants, utility and government authorities in the performance of duties, including providing and obtaining information
  • Undertake routine administrative tasks as required by the position, e.g. timesheets
  • Assist senior staff to continuously improve work processes and develop new practices, as required
  • Participate in training, exercises and response to disaster management and recovery as required
  • Undertake other relevant duties as directed, consistent with skills, competence and training.
QUALIFICATIONS, EDUCATION AND LICENCE REQUIREMENTS
Compulsory
  • Queensland ‘C’ class manual driver’s licence (minimum requirement - provisional licence)
  • QLD General Safety Induction – White or Blue Card
  • Degree in Civil Engineering or related discipline and significant professional post graduate experience.
Desirable
  • Registered Engineer of Qld (RPEQ).
ABILITIES, SKILLS AND KNOWLEDGE REQUIRED
Compulsory
  • Demonstrated experience in infrastructure asset management, maintenance planning and/or civil construction
  • Strong understanding of road, drainage and civil infrastructure systems and associated maintenance practices
  • Experience in condition assessment, defect identification and risk-based prioritisation of works
  • Demonstrated ability to lead and supervise a small team, including setting priorities and managing workloads
  • Well-developed analytical and problem-solving skills Position Description
