Are you passionate about leadership development and building the capability of people who lead in complex and challenging operational environments?

This is an exciting opportunity to play a key role in shaping the future of operational leadership across the Department of Energy, Environment and Climate Action (DEECA) and Forest Fire Management Victoria (FFMVic). Working at a state-wide level, you will design, coordinate and continuously improve leadership development initiatives that build capability, strengthen succession pathways and support a highly skilled workforce ready to respond when it matters most.

About the Role

As the Operational Leadership Capability and Training Officer, you will lead the development, coordination and continuous improvement of operational leadership training and development products aligned to emergency management and forest and fire capability requirements.

Working closely with the Senior Capability and Training Officers, operational leaders and subject matter experts across the state, you will ensure leadership programs are contemporary, practical and responsive to the needs of regions and districts.

Key Responsibilities
  • Lead the design, development and continuous improvement of operational leadership training and development products, programs and learning solutions.
  • Develop state-wide frameworks, tools and guidance that support consistent operational leadership capability development across DEECA and FFMVic.
  • Coordinate planning, scheduling and delivery of operational leadership development initiatives across regions, working closely with district, regional and state stakeholders.
  • Establish and maintain a state-wide coaching and mentoring program, including governance, participant matching, support resources, evaluation and continuous improvement.
  • Build strong partnerships with operational leaders and subject matter experts to ensure programs are practical, contemporary and responsive to emerging capability needs.
  • Monitor, evaluate and report on program participation, quality and outcomes, identifying opportunities to strengthen capability and improve delivery.
  • Ensure learning products, delivery practices and training records meet organisational governance requirements, quality standards and any applicable Registered Training Organisation (RTO) obligations.
  • Practise cultural safety by creating environments, relationships and systems free from racism and discrimination, enabling people to feel safe, valued and able to fully participate.
About You

You are an experienced learning and development or capability professional who is passionate about developing leaders and creating meaningful learning experiences. You enjoy collaborating with diverse stakeholders, translating capability needs into practical development solutions and delivering programs that create measurable impact.

You will possess

  • Strong project coordination skills, with the ability to manage multiple priorities and deliver outcomes in a complex stakeholder environment.
  • Experience developing learning frameworks, resources, tools, guidance materials and capability development initiatives.
  • Excellent communication, facilitation and stakeholder engagement skills, with the ability to build trusted partnerships across state, regional and operational networks.
  • Strong analytical and problem-solving skills, including the ability to evaluate program effectiveness and drive continuous improvement.
  • Experience within emergency management, forest and fire operations, public sector capability development or other operational environments will be well regarded.
  • A commitment to cultural safety and inclusion, with the ability to create environments where people feel safe, respected and able to contribute.
Specialist/Technical Expertise/Qualifications
  • TAE40122 Cert IV Training and Assessment (or equivalent), or evidence of progress towards qualification.
  • Demonstrated knowledge and experience in the development, implementation and evaluation of training, assessment, and workforce capability programs (desirable).
