Join a small, expert and purpose-led organisation. Work closely with colleagues, research partners, market bodies and consumer advocates.
We are the independent, national voice for residential and small business energy consumers.
We operate at the intersection of consumer advocacy, energy policy and research, working through direct advocacy, strategic engagement, public affairs and our grants program to influence decision-makers and ensure the energy transition delivers fair, affordable and reliable outcomes.
We are a small, expert organisation that punches well above our weight. Everything we do is grounded in our three promises: bold ideas, expert analysis and faultless execution.
This opportunity is open at Manager and Senior Manager level within the Analysis and Advocacy team. Reporting to the Executive Manager, Analysis and Advocacy, you will lead ECA's national energy consumer survey program to build the evidence base for ECA’s policy positions and advocacy by undertaking analysis, research and project work, and translating complex evidence into clear advice and practical recommendations.
The level of appointment will reflect the successful candidate’s demonstrated experience, analytical judgement, project leadership and readiness to operate with greater independence and external credibility.
The role doesn't have any direct reports but will manage project resources, including internal contributors, consultants, contractors, research partners and service providers.
This role suits someone who is analytically curious, comfortable working with complexity and motivated to use evidence to improve outcomes for energy consumers.
You will:
Lead ECA's consumer survey program, including questionnaire development, coordination with external research partners, analysis of survey findings and translation of results into reports and evidence-based advocacy.
Interpret energy market, regulatory and consumer information to identify implications for households and small businesses.
Contribute to policy positions, regulatory submissions, reform processes and advocacy priorities.
Lead or support projects using public energy market data and ECA consumer research.
Work with external experts, consultants, research partners and grantees to support robust and relevant work.
Translate data and complex analysis into clear and engaging briefings, reports, submissions, presentations, charts and public-facing materials.
Build constructive relationships with government, regulators, market bodies, researchers, industry and consumer organisations.
You enjoy variety, rigorous thinking and turning evidence into influence. No two days look the same, but a typical day might include:
Morning
Reviewing new market, regulatory or consumer evidence and identifying what it means for households and small businesses.
Meeting with colleagues to shape the analytical approach for a policy submission, research project or advocacy priority.
Midmorning
Designing a questionnaire or analysing survey data to identify key insights for an upcoming report.
Analysing data or research findings, testing assumptions and turning complex material into clear conclusions.
End of day
Checking project progress, risks and priorities, and confirming the next steps with contributors or partners.
Capturing key insights or evidence that may shape ECA’s future analysis and advocacy.
Your work strengthens ECA’s credibility and influence by ensuring our advocacy is grounded in robust evidence, strong analytical judgement and a clear understanding of consumer outcomes.
You are an analytical and curious professional who can make sense of complex information and communicate it clearly. You care about consumer outcomes and bring sound judgement, discipline and a collaborative approach.
You are someone who:
Uses evidence to identify practical implications and opportunities for influence.
Explains technical and complex issues clearly to non-technical audiences.
Balances quality, pace and competing priorities.
Works constructively across teams and with diverse external stakeholders.
Takes ownership of work and follows through to a high standard.
Tertiary qualifications in economics, engineering, public policy, research, law, data analytics, social research or a related field with strong analytical and quantitative capability.
Experience with consumer research, survey design, survey outputs, data visualisation or public-facing evidence products, including the use of data tools to support decision-making.

Demonstrated ability to manage priorities and deliver high-quality work to deadline.
Experience in energy policy and familiarity with Australia's energy markets, including National Electricity Market design, network regulation and/or current reform priorities would be advantageous.
Hybrid work, three days in the office and two days working from home.
Five additional ECA leave days, plus annual leave.
