Job summary

Department of Health Victoria in Melbourne seeks a high‑impact Manager to oversee the Timely Emergency Care (TEC) Program. You will provide strategic leadership for improvement and delivery, guiding a multidisciplinary team to test, embed evidence-based changes, and strengthen leadership and accountability across the system.

You will translate strategic goals into coordinated delivery, ensuring responsiveness to performance, priorities, and patient needs while collaborating with health services

Qualifications

• Desirable tertiary qualification in health, public policy, health administration, or business.
• Significant knowledge of the Victorian health system or health service delivery is desirable.
• Experience leading complex programs and senior stakeholder relationships is expected.
• Formal training in improvement science, patient flow, or system reform is highly regarded.

Department of Health Victoria – Melbourne VIC

The Manager leads the Improvement and Delivery Team and provides strategic leadership for the Timely Emergency Care (TEC) Program, the Department of Health's flagship initiative to improve access, patient flow and timely emergency care across Victoria.

This is a key leadership role working in partnership with health services, Ambulance Victoria, the Institute for Healthcare Improvement and other system partners to drive hospital-wide improvement, reduce delays in emergency care and support more timely access to care.

About you:

Main Accountabilities include:

• Provides strategic and operational leadership across program design, delivery, governance, performance oversight and continuous improvement.
• Leads a multidisciplinary team, including improvement advisers, clinical advisers and project staff, to support health services to test and embed evidence-informed improvements, strengthen leadership and accountability, and build sustainable capability for access and flow improvement.
• Translates strategic direction into coordinated delivery and ensures the program remains responsive to system performance, government priorities and the needs of patients and health services.
• Collaborates with teams across the Department of Health to address emerging operational and performance issues, applying improvement methodologies and systems thinking to develop tailored advice, recommendations and coordinated responses that support broader departmental priorities.

Qualification(s)

A tertiary qualification in health, public policy, health administration, business or a related discipline would be desirable.

• Significant knowledge and experience in the Victorian health system or health service delivery is desirable.
• Demonstrated experience leading complex programs, multidisciplinary teams and senior stakeholder relationships is expected.
• Formal training and/or substantial experience in improvement science, patient flow, performance improvement or system reform would be highly regarded.
