Job summary

Foreign Trade Bank of Cambodia is seeking a Manager, Data & Analytics to lead data governance, reporting, and analytics, establishing trusted reporting frameworks and secure data access. You will partner with Risk, Compliance, Finance, and other stakeholders to ensure data accuracy and transparency.

The role focuses on building internal analytics capabilities, driving improvements in reporting efficiency, and maturing governance across the Bank's reporting environment.

Qualifications

• 5+ years in banking data, reporting or analytics with 2+ years owning output.
• Strong SQL in Oracle or SQL Server; able to write, review and troubleshoot production queries.
• BI or on-premises reporting rollout experience, with lessons learned.
• Understanding of regulatory reporting in supervised institutions; NBC specifics can be learned.
• Able to challenge data accuracy and defend findings with senior stakeholders.
• Proficient in Python and ML; able to review model logic and track production models.

Job description

The Manager, Data & Analytics is responsible for leading the Bank’s data governance, reporting, and analytics capabilities to ensure data accuracy, consistency, and traceability. The role establishes trusted reporting frameworks, data access controls, and performance measurement standards while partnering with key stakeholders across the Bank. The position also develops internal analytics capabilities and drives improvements in reporting efficiency, transparency, and governance.

Main Duties

• Own the report register, including all reports produced by the division, their consumers, reporting frequency, production effort, and the agreed source for each reported figure.
• Design, implement, and maintain the Bank’s data access model in collaboration with Risk and Compliance, ensuring secure, role-based, read-only access, appropriate data masking, logging, and periodic review.
• Own and manage the measurement framework for transformation initiatives, including workload metrics, exception volumes, process performance, and automation benefits, ensuring the accuracy and integrity of reported information.
• Lead the development of analysts and engineering resources, establishing clear development plans, capability-building objectives, and knowledge transfer milestones.
• Drive the progressive consolidation and governance of regulatory reporting production in partnership with Finance and Compliance, beginning with a comprehensive inventory of reports, owners, and source systems.
• Promote data governance, reporting standards, and data quality practices to strengthen trust, consistency, and transparency across the Bank’s reporting environment.
• Perform other duties as assigned by the line manager.

Skill/Requirements

• Minimum 5 years’ experience in banking data, reporting or analytics, including at least 2 years owning the output of a reporting or data team. Candidates should have personally produced and validated reported figures, not solely supervised their production.
• Strong SQL skills in Oracle and/or Microsoft SQL Server, with the ability to write, review, and troubleshoot production queries independently.
• Proven experience introducing BI or reporting capability where none existed, on-premises, and specifically detailing what failed technically or culturally during the initial rollout, and how you adapted.
• Understands regulatory reporting in a supervised institution — any regulator; NBC specifics can be learned.
• Demonstrated confidence and professional judgment to challenge incorrect reporting outcomes, including the ability to communicate and defend data accuracy concerns with senior stakeholders.
• Working Python and ML literacy: be able to review a model’s logic, challenge its output, and own the register of models in production — what each one decides, on what data, and when it was last validated.
• Desirable: experience running JasperReports Server or a comparable on-premises reporting platform.
