Job summary

Transport for NSW is seeking a Manager Aboriginal Participation for the Future Fleet program. This fixed-term, full-time role (up to 31 August 2028) is located in Dubbo with a hybrid work arrangement across Sydney and Parramatta offices.

The role leads Aboriginal procurement policy implementation, stakeholder engagement and program governance to advance Closing the Gap and First Economy outcomes. The successful candidate will have Australian Aboriginal status, tertiary qualifications, and

Qualifications

• You are Australian Aboriginal or Torres Strait Islander.
• You have tertiary qualifications in a relevant discipline, or equivalent experience.
• Experience in Aboriginal procurement and participation frameworks, including NSW APP and Commonwealth IPP, with strong contract management, tender evaluations and probity.
• Skilled in Aboriginal supplier engagement, capability building, market sounding and supplier pipeline development.
• Confident in data analysis, reporting and KPI tracking, compliance monitoring and audit-ready records.
• Able to influence stakeholders across government, industry and Aboriginal businesses and deliver culturally informed training and engagement initiatives.

Responsibilities

• Lead the delivery of NSW Aboriginal Procurement Policy (APP) and Indigenous Procurement Policy (IPP) across the Future Fleet Program, ensuring compliance and achievement of Aboriginal participation and economic development objectives.
• Embed Aboriginal targets, outcomes and procurement requirements into tenders, contracts and procurement activities, monitor compliance and drive performance improvements.
• Develop, maintain and report procurement performance frameworks, analyse Aboriginal participation outcomes and provide insights for informed decision-making and transparency.
• Build and strengthen partnerships with Aboriginal businesses, industry stakeholders and community organisations to enhance supplier capability and participation.
• Provide strategic procurement advice, deliver training and guidance, and identify opportunities to remove barriers and improve Aboriginal business engagement throughout the procurement lifecycle.
