Overview

The Department of Justice and Community Safety (DJCS) is seeking a Licensing Officer to support the delivery of tobacco licensing functions within Tobacco Licensing Victoria (TLV).

About the Business Unit

TLV implements a tobacco regulation and licensing scheme to reduce illicit tobacco in Victoria. Since 1 July 2025, retailers and wholesalers can apply for a licence to sell tobacco. Enforcement powers will come into effect in February 2026.

Responsibilities
  • Adhere to frameworks and processes for tobacco licensing functions, including the administration and assessment of licence applications.
  • Undertake pre‑assessment activities on tobacco‑related applications.
  • Prepare standard correspondence to applicants and industry participants.
  • Assess, investigate and respond to routine enquiries and requests for information from internal and external stakeholders.
  • Deliver consistent and high‑quality service delivery in a complex and dynamic environment.
