Job summary

The Toowoomba Regional Council is seeking a Lead Senior Engineer to provide expert advice on development applications, assess complex proposals and lead a team of engineers.

You will collaborate with developers, consultants and stakeholders to ensure outcomes meet standards, legislation and best-practice engineering principles, while mentoring staff and driving continuous improvement.

Qualifications

• Bachelor Degree in Civil Engineering from a recognised university.
• RPEQ registration or ability to obtain within 12 months of commencement.
• Engineers Australia corporate membership or eligibility.
• Current C Class Driver Licence.
• Construction Industry White Card or willingness to obtain before commencement.

Responsibilities

• Lead the assessment of engineering aspects of development applications.
• Review and approve engineering plans, reports and technical submissions.
• Prepare technical reports and recommendations for Council and delegated authorities.
• Provide expert advice to developers, consultants and internal stakeholders.
• Mentor, coach and support team members while fostering continuous improvement.
• Manage complex issues, negotiations and stakeholder relationships with professionalism.
• Ensure compliance with legislation, Council standards and engineering best practices.

About the Role

As the Lead Senior Engineer, you will provide expert engineeringadvice on development applications, assess complex developmentproposals, review engineering designs, and lead a team ofengineering professionals.

Working within a multidisciplinary environment, you willcollaborate with developers, consultants, internal stakeholders andthe wider community to ensure development outcomes meet Councilstandards, legislative requirements and best-practice engineeringprinciples.

Key Responsibilities

• Lead the assessment of engineering aspects of developmentapplications.
• Review and approve engineering plans, reports and technicalsubmissions.
• Prepare technical reports and recommendations for Counciland delegated authorities.
• Provide expert advice to developers, consultants andinternal stakeholders.
• Attend pre-lodgement meetings and development assessmentforums.
• Mentor, coach and support team members while fosteringcontinuous improvement.
• Manage complex issues, negotiations and stakeholderrelationships with professionalism and sound judgement.
• Ensure compliance with relevant legislation, Councilstandards and engineering best practices.

About You

To be successful in this role you will have:

Essential Qualifications & Licences

• Bachelor Degree in Civil Engineering from a recogniseduniversity.
• Registered Professional Engineer Qld (RPEQ), or ability toobtain RPEQ registration within 12 months ofcommencement.
• Corporate Membership of Engineers Australia (or eligibilityto obtain membership).
• Current C Class Driver Licence.
• Construction Industry White Card (or willingness to obtainbefore commencement).

Technical Expertise

You will demonstrate:

• Extensive experience in civil, subdivision and developmentengineering.
• Strong knowledge of engineering design, constructionpractices and development assessment processes.
• Experience reviewing and approving engineering plans andspecifications.
• Sound understanding of the Planning Act 2016, engineeringstandards and development compliance requirements.
• Ability to assess complex development applications andprovide practical, risk-based solutions.
