Job summary

Ballarat City Council is seeking an Infrastructure Program Development Lead (Band 7) to plan, prioritise and develop the city’s infrastructure capital works program. The role operates across office and field environments to identify future projects, conduct site inspections and enhance readiness for delivery.

The successful candidate will drive investment frameworks, governance, and reporting, collaborate with planning and delivery teams, and lead grant funding initiatives.

Qualifications

  • Experienced infrastructure professional with strong practical and strategic skills.

Responsibilities

  • Lead development of Council's annual and four-year infrastructure capital works programs.
  • Develop and implement infrastructure prioritisation and investment frameworks.
  • Undertake site inspections, project investigations and constructability assessments.
  • Identify future project opportunities and develop a pipeline of construction-ready works.
  • Improve project readiness through better scoping, planning and coordination.
  • Lead grant funding applications, funding strategies and investment planning activities.
  • Support governance, reporting and performance monitoring of the infrastructure program.
  • Work closely with Infrastructure Planning and Infrastructure Delivery teams.
  • Provide leadership to the Program Development function, supporting knowledge sharing.
