Job summary

PCL Constructors Pacific Rim PTY Ltd. in Sydney, NSW, is seeking an Estimating Manager to lead the Solar Australia estimating team. You will guide complex renewables bids, manage a small team, and partner with senior leaders to optimise pricing and risk.

You bring 15+ years of cost estimating experience in solar/renewables, strong leadership, and proven ability to influence decisions, deliver accurate tender outcomes, and drive commercial success in a fast-paced environment.

Qualifications

• 15+ years in construction cost estimating, ideally solar/renewable energy.
• Minimum 3 years of supervisory experience preferred.
• Experience leading an estimating department or similar function.
• Strong knowledge of estimate development, procurement and cost validation.
• Excellent client meetings, proposals and presentations skills.

Responsibilities

• Lead the Solar Australia estimating department (7-8 reports) and manage workload.
• Ensure complete, accurate, timely estimates, budgets, and tender deliverables.
• Lead estimate development across labour, equipment, materials, pricing.
• Review contracts, drawings and specs for utility-scale solar projects.
• Set project schedules and pursue win strategies with leadership.

Here's how aEstimating ManagerforPCL Constructors Pacific Rim PTY Ltd. within Solar Australia contributes to our team:

• Leads, inspires and motivates the Solar Australia estimating department of approximately 7-8 direct and indirect reports, including day-to-day direction, workload planning, resource forecasting and pursuit team assignments, performance management, coaching and development.
• Has ultimate accountability for completeness, accuracy, quality and timely submission of all estimates, budgets, RFP/RFQ responses and tender deliverables, including required internal reviews, approvals and bid-closing requirements
• Leads estimate development and validation across labour, equipment, materials, subcontractor and supplier pricing, construction management costs and market rates; challenges assumptions and makes clear recommendations on final estimate values and commercial positions that directly influence business outcomes.
• Directs the detailed review and analysis of contract documents, drawings and specifications for utility-scale solar and BESS projects to confirm scope, pricing requirements, schedule, risk allocation, insurance and security obligations, and other project requirements; ensures material risks and opportunities are quantified and addressed.
• Establishes project schedules during the pursuit phase, including critical path activities, key milestone dates, client deliverables, and completion timelines to support tender execution and meet contract completion dates.
• Owns the development and execution of pursuit and win strategies using client success criteria, market intelligence, competitor positioning, delivery approach, commercial structure and value-engineering opportunities to establish a competitive advantage.
• Partners with senior leadership and business development to identify and qualify high-potential opportunities, engage clients early and build trusted relationships with clients, consultants, subcontractors, suppliers, and internal stakeholders; supports proposals, presentations and other activities required to secure new work.
• Establishes and continuously improves estimating standards, governance, benchmarks, systems, lessons learned and quality-control processes; ensures disciplined estimate turnover after award and provides senior management with clear reporting on pursuit status, risk, resources and department performance.

Qualifications

The right candidate for this role will bring extensive estimating expertise, commercial acumen, and the ability to lead complex pursuits in a fast-paced renewable energy environment, including:

• 15 + years of progressive experience in construction cost estimating, ideally within utility-scale solar, renewable energy, or an equivalent combination of experience and demonstrated success leading large and complex renewable energy pursuits. A minimum of 3 years of supervisory experience is preferred.
• Proven experience leading an estimating department or comparable function, including managing direct and indirect reports, coaching and mentoring employees, managing performance and supporting career development and succession planning.
• Expert knowledge of estimate development and review, construction methods, execution planning, scheduling, procurement, subcontractor engagement and cost validation across multiple scopes and delivery models. Strong understanding of contract terms, with the ability to identify, quantify and clearly communicate contractual and commercial risks and opportunities.
• Exceptional communication and stakeholder management skills, with the confidence to lead client meetings, proposal presentations and internal estimate reviews, influence senior decisions makers, and build strong relationships across clients, partners, and internal teams.
• Results-driven and highly organised, capable of managing multiple priorities, leading complex pursuits, and delivering quality outcomes under demanding deadlines.
• Confident and accountable leader with sound commercial judgement, capable of challenging assumptions, making difficult recommendations, managing risk, and empowering others through effective delegation and mentorship.
• Demonstrated ability to develop and execute successful pursuit and win strategies using client objectives, market conditions, competitor intelligence, value engineering, delivery strategy and commercial differentiation. Proven client-facing capability supporting business development, opportunity qualification, proposals and presentations.
