The Project Manager role is responsible for the management oversight responsibility of partner projects to deliver against agreed outcomes for the NCIS Program at the direction of Partner Adoption Director and NCIS Program Manager.

As the key liaison between the NCIS Program and State Partners, the Project Manager is responsible to direct and support partner projects:

• Provide review, feedback and quality assurance of partner project artefacts; investment proposals, plans, schedules, reports, registers and other related project management documents to ensure appropriate management of scope, schedule, budget, quality, risk and issue management processes to ensure outcomes are delivered.
• Develop and maintain partner project budgets, and track costs and expenditure to deliver the project within tolerances.
• Identification and management of risk and issues for national escalation.
• Engage with an extensive array of stakeholders on any given project.
• Plan and facilitate stakeholder engagement activities for the NCIS Program in cohesion with the NCIS Stakeholder Manager.

Role Responsibilities

• Lead and manage one or more partner projects that contributes to the NCIS Program’s outcomes and objectives, in accordance with the ACIC's ICT program and project management framework and ensure projects integrate with the ACIC's business.
• Develop high quality documentation including business cases, project plans, risk management plans, and other project management control documentation in accordance with ACIC policies and standards.
• Design, schedule and coordinate activities to achieve key project objectives and deliverables.
• Develop and implement effective project monitoring, financial reporting, governance and risk management arrangements using corporate tools and applications.
• Engage with stakeholders from various projects, establishing and maintaining strong relationships with internal and external stakeholders to ensure access to resources and alignment with other interrelated projects.
• Deliver and support procurement activities.
• Formally attend the governance board meetings, prepare reports, advice and recommendations for presentation at more senior governance forums.
• Apply a comprehensive knowledge of the principles, practices and theories as they relate to effective project management, with particular regard to Agile and PRINCE2 methodologies, together with the ability to apply these within the ACIC.

Desirable skills and experience

• Demonstrated experience in the successful management and delivery of technology and business transformation related projects, preferably in a law enforcement and/or intelligence context, with experience in:
• product based planning
• managing multiple projects concurrently
• National and cross-agency integration projects.
• Specialised knowledge and experience across multiple project methodologies including waterfall and Agile.
• Demonstrated ability to work with a high degree of independence and professionalism, including the ability to prioritise and undertake a varied workload and respond positively and flexibly to change.
• Strong interpersonal skills, including both oral and written communication, in addition to strong stakeholder engagement skills with a demonstrated ability to quickly build trust and effectively manage expectations.
• Qualifications: Project Management and/or Tertiary ICT qualifications or equivalent/demonstrated experience are highly regarded.

• Excellent stakeholder engagement and relationship management skills, with the ability to build and maintain effective partnerships across government, law enforcement and external organisations.
• Strong communication, negotiation and influencing skills, including the ability to provide advice and recommendations to senior stakeholders and governance forums.
• Experience applying project management methodologies and frameworks to support successful project delivery.
• Ability to identify, manage and escalation project risks, issues and dependencies to support informed decision-making.
• Experience supporting procurement activities and delivering outcomes within government governance and compliance frameworks.
• Demonstrated ability to work collaboratively across multidisciplinary teams and coordinate activities across interconnected projects and work streams.
• Sound judgement, problem-solving skills and the ability to operate with a high degree of autonomy and professionalism.
• Knowledge of Agile and PRINCE2 project management methodologies is highly desirable.
• Experience delivering technology-enabled business transformation initiatives and working within ICT delivery environments is highly regarded.
