Job summary

Snowy Monaro Regional Council in Jindabyne, NSW, seeks a Development Engineer to assess engineering aspects of development, construction and subdivision applications and provide engineering advice to the Council’s Development Control Unit.

The role involves processing s68/s138 subdivision certificates, coordinating inspections, providing expert reports, and advising developers and staff on engineering practices. Eligible for Engineers Australia and a Class C licence are preferred.

Qualifications

• Degree in Civil Engineering or equivalent qualifications.
• Minimum two years' experience in Local Government subdivision and development control.
• Experience in assessment of engineering and subdivision plans incl. water and sewerage infrastructure.
• Experience resolving complex land use, engineering and construction issues.
• Eligibility for membership of Engineers Australia.
• Current Class C drivers licence.
• Town planning qualifications.
• RMS accreditation to prepare Traffic Control Plans.

Responsibilities

• Process Subdivision Works s68 LGA and s138 Certificates for subdivisions and developments.
• Coordinate inspections of subdivision works and similar civil engineering works for other developments and issue Compliance Certificates.
• Provide reports and recommendations on the assessment of Development, Construction, Subdivision Works and Subdivision Certificate Applications.
• Promote appropriate solutions to problems and conflicts generated by Development, Road Works and Subdivision Certificate Applications.
• Liaise and negotiate with Developers, Council’s Engineering and Planning staff and Government Departments on issues arising from Development, Construction and Subdivision Certificate Applications.
• Provide advice to developers, consultants, other customers, Council staff, and elected representatives in relation to Council codes, policies and engineering practices relating to development.
• Review compliance with Engineering Conditions prior to the release of subdivision certificates, final completion certificates or developers bonds.
• Coordinate the development and review of policies, codes and procedures relating to engineering aspects of subdivisions and developments.
• Facilitate investigation and design review of private construction projects in accordance with relevant standards and timeframes.
• Assess applications under s305 of the Water Management Act and issue certificates under s307 of the Water Management Act.
• Carry out other duties allocated by the Coordinator Development Assessment or manager.

Degree in Civil Engineering
