Responsibilities

  • Lead CMS Testing & Commissioning strategy and program.
  • Coordinate CMS testing across Level 0–5, including FAT.
  • Develop and approve T&C plans, procedures, ITPs, ITRs, test packs.
  • Ensure CMS activities comply with project specs, methodologies, standards and legislation.
  • Manage Verification & Validation activities and close-out of punch lists.
  • Oversee CMS subcontractors, vendors and commissioning providers.
  • Drive resolution of technical, commissioning and interface issues to protect schedule, cost and quality.
  • Monitor milestones and implement recovery strategies.
  • Coordinate CMS interfaces with M&E, civil, ITS and other disciplines.
  • Ensure commissioning records, as-builts, test results and handover docs are completed.
  • Provide clear technical leadership to CMS Engineers and teams with safety/quality culture.

Commissioning Control and Monitoring Systems Lead

The consortium of John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia has been selected to build South Australia's biggest-ever road infrastructure project. In partnership with the South Australian Government, this consortium forms the Torrens to Darlington (T2D) Alliance.

The Torrens to Darlington (T2D) Alliance, will deliver the final 10.5km section of the North-South Corridor, forming a continuous 78 km, non-stop, traffic light-free motorway, and contributing to a long-lasting legacy for the community and people of Adelaide.

The T2D Project involves constructing two separate tunnels – the Southern Tunnels and the Northern Tunnels connected by an open motorway, with a combined total distance of 10.5km, open to traffic in 2031. The T2D project comprises the tunnels, surface works including road and bridge construction in addition to services buildings and complex mechanical and electrical infrastructure. The T2D Alliance is committed to providing opportunities for local people, Aboriginal workers, apprentices, trainees and job seekers who are long-term unemployed and offers people an incredible opportunity to be a part of an iconic project.

The Role

We are seeking an experienced Commissioning Control & Monitoring System Lead to play a key role in the delivery of the Torrens to Darlington (T2D) Project. You will lead the planning, coordination and execution of Control and Monitoring System testing and commissioning across PMCS, MMCS, CDN and ITS streams, helping bring some of South Australia’s most complex infrastructure systems from construction through to operational readiness.

Working closely with construction, engineering, design, planning, commercial, quality, safety, subcontractors and client representatives, you will provide technical leadership, drive commissioning outcomes and ensure systems are delivered safely, efficiently and to the required quality, program and contractual standards.

Responsibilities
  • Lead the development and delivery of the Control & Monitoring System Testing & Commissioning strategy and program.
  • Plan, coordinate and oversee CMS testing activities across Level 0 to Level 5, including FAT activities.
  • Lead the development, review and approval of T&C plans, procedures, ITPs, ITRs, test packs and commissioning documentation.
  • Ensure CMS commissioning activities comply with project specifications, approved methodologies, Australian Standards and relevant legislation.
  • Manage Verification & Validation activities and ensure commissioning requirements are achieved.
  • Lead the management of CMS punch lists, defects, non-conformances and outstanding actions through to close-out.
  • Manage and monitor the performance of CMS subcontractors, specialist vendors and commissioning providers.
  • Drive the resolution of technical, commissioning and interface issues to minimise impacts to program, cost and quality.
  • Monitor progress against key milestones, identify emerging risks and implement recovery strategies where required.
  • Coordinate CMS interfaces with M&E, civil, ITS and other project disciplines to support integrated commissioning.
  • Ensure commissioning records, as-builts, test results, O&M manuals and handover documentation are progressively completed.
  • Provide clear technical leadership to CMS Engineers and commissioning teams, promoting a strong safety, quality and delivery culture.
About You
  • Degree-qualified in Automation Engineering, Control Engineering or a related discipline, with relevant Control & Monitoring experience.
  • 5+ years' experience in construction, with at least 2 years in a similar T&C/CMS leadership role.
  • Proven experience delivering testing and commissioning of complex control and monitoring systems, ideally within a road tunnel or major infrastructure environment.
  • Strong technical understanding of PLC, control, monitoring and software systems, with the ability to interpret complex technical documentation.
  • Demonstrated experience leading teams, coordinating multiple interfaces and managing specialist subcontractors and vendors.
  • Strong understanding of commissioning methodologies, verification, validation, quality and handover requirements.
  • Highly organised with the ability to manage competing priorities, meet tight deadlines and proactively resolve issues.
  • Excellent communication, stakeholder management and leadership skills, with the confidence to provide clear direction in a complex project environment.
