Job summary

Service Stream is expanding its Transport division and seeking a Commercial & Subcontracts Lead to oversee contract governance, subcontractor frameworks and commercial risk across major ITS maintenance contracts in Victoria. Hybrid work from Williamstown is available, with the aim of protecting entitlements and delivering value through compliant, well-governed delivery.

• Experience in commercial, contract or subcontract management, preferably within infrastructure, construction, electrical, transport, utilities or maintenance services industries.
• Experience with government or performance-based service contracts.
• Tertiary qualifications in commercial management, construction management, law, quantity surveying, business or a related discipline, or equivalent experience.
• Strong contractual and commercial acumen, negotiation and written communication.
• Ability to influence operational teams and build constructive client and supplier relationships.

• Contract governance and compliance - managing contract obligations, delegations, authorised representatives, correspondence, notices, work orders, variations, extensions of time, claims, pricing, quotations and non-conformance processes.
• Subcontractor management - developing and managing subcontractor and supplier governance frameworks, onboarding and compliance requirements, monitoring performance, claims, insurances, securities and risk exposure.
• Risk and performance - leading commercial risk and opportunity management, governance, reporting and action tracking, KPI and MCOS performance, entitlement assessments and executive reporting.
• Stakeholders and assurance - partnering with key stakeholders to support evidence-based, contractually compliant decision-making, while maintaining records for governance and audit.

Newly created role in our Transport division!

About the Role

We are excited to launch new roles in our Transport division to support our two new long-term Intelligent Transport Systems (ITS) maintenance contracts awarded by the Victorian Department of Transport and Planning. The Victoria West ITS Maintenance Contract will see our teams maintain more than 4,500 ITS assets across 27 Local Government Areas, covering around a third of metropolitan Melbourne and extending west to the South Australian border. We also have the Motorway Communications Network Contract, which connects more than 2,000 roadside devices including lane use management signs, variable speed limit signs, freeway ramp signals, CCTV and sensor technologies, while also connecting private road operators with Victoria’s transport control system.

About the role

As our Commercial & Subcontracts Lead, you will be responsible for overseeing the commercial and subcontract management functions of these contracts including protecting contractual entitlements, managing commercial risk and supporting compliant, value-focused delivery by Service Stream and its supply chain.

Key responsibilities include:

• Contract administration - managing contract governance and compliance, including contract obligations, delegations, authorised representatives, correspondence, notices, work orders, variations, extensions of time, claims, pricing, quotations, and commercial matters associated with non-conformance processes.
• Subcontractor management - developing and managing subcontractor and supplier governance frameworks, including commercial agreements, onboarding and compliance requirements, while monitoring performance, claims, insurances, securities and commercial risk exposure.
• Risk and performance - leading commercial risk and opportunity management, including governance, reporting and action tracking, while supporting KPI and MCOS performance, abatement prevention, entitlement assessments and executive commercial reporting.
• Stakeholders and assurance - partnering with key stakeholders to support evidence-based, contractually compliant decision-making, while maintaining accurate records and documentation to support governance, audit requirements and effective contract administration.

About you

Our ideal candidate will have experience in commercial, contract or subcontract management, preferably within infrastructure, construction, electrical, transport, utilities or maintenance services industries.

You may also have:

• Experience with government or performance-based service contracts.
• Tertiary qualifications in commercial management, construction management, law, quantity surveying, business or a related discipline, or equivalent experience.
• Strong contractual and commercial acumen, negotiation and written communication.
• Ability to influence operational teams and build constructive client and supplier relationships.
