Job summary

Cassowary Coast Regional Council in Queensland is seeking a Principal Civil Operations to lead planning and scheduling of civil maintenance, ensuring resources and contractors are coordinated to meet service levels and community needs.

Reporting to the Manager Asset Maintenance, the role provides technical leadership on asset treatments and project delivery, while fostering a safe, productive workplace and a strong customer focus.

Qualifications

• Experience leading civil construction and maintenance teams.

Responsibilities

The Principal Civil Operations plays a key leadership role in delivering safe, efficient and best-value maintenance of Council’s civil infrastructure.

Reporting to the Manager Asset Maintenance, the role leads the planning and scheduling of civil maintenance activities, ensuring resources, works and contractors are effectively coordinated to meet agreed service levels and community needs.

Drawing on extensive civil infrastructure and asset maintenance expertise, the Principal Civil Operations provides technical leadership across asset treatments, interventions, work scopes, resourcing and contracted services, ensuring activities comply with relevant legislation, regulations, codes and Australian Standards.

As part of Council’s leadership team, the role also contributes to a positive and accountable workplace culture, promoting safe work practices, employee engagement, continuous improvement and a strong community and customer focus.

Key Result Areas

• The planning and scheduling program is followed, and feedback is considered regarding service delivery


• Minimum standards for work are identified, communicated, and followed by the Civil Operation team


• Preparation and implementation of Operational Plan targets for the section covering delivery of services consistent with corporate objectives and management responsibilities


• Activities, tasks and contracted works are assessed against the risk management framework; decisions are informed, costed and delivered in accordance with requirements


• Contractors are assessed and monitored against performance criteria when appointed to conduct work on behalf of Council


• Projects are delivered to approved specifications and standards, and within approved timeframes and budget and Project Management Plans are developed and delivered in accordance with Cassowary Coast Regional Council Project Management Framework


• Employees work in teams and are responsive and flexible in their approach to service delivery and are trained, coached and multi skilled regarding the maintenance of relevant assets


• All Workplace Health and Safety legislation, Quality Assurance, Environmental Management Plans and associated corporate policies, procedures and administrative directives are followed


• Staff work to their full potential; performance management and inappropriate behaviour is actively addressed and rectified

About You

You will be an experienced civil construction and maintenance professional with strong technical knowledge and proven leadership capability. You will bring:

• Certificate IV or higher in Civil Construction and/or extensive relevant experience.


• Extensive experience in civil infrastructure maintenance, including unsealed and sealed roads, grading, drainage, pavement maintenance, gravel resheeting and bitumen sealing.


• Proven experience leading and developing high-performing operational teams.


• Strong capability in planning, coordinating and delivering civil works and operational maintenance programs.


• Experience managing budgets, resources, contractors and procurement to achieve value for money.


• Strong knowledge of workplace health and safety, risk management and compliance requirements.


• Well-developed stakeholder engagement, communication, negotiation and problem-solving skills.


• Ability to interpret technical information, provide practical advice and identify opportunities to improve productivity and service delivery.


• Current Queensland ‘C’ class driver’s licence.
