Job summary

ASC is seeking a Capability & Competency Manager to shape workforce capability across major defence programs. You will build and govern competency frameworks, manage certification processes, and align qualifications for a global workforce including Australian and US stakeholders.

Qualifications

  • Experience in competency management, workforce capability, learning and development, training governance or workforce compliance.
  • Strong understanding of competency-based training and assessment frameworks.
  • Knowledge of Australian qualification and training frameworks.
  • Experience managing certifications, registrations or workforce compliance requirements.
  • Strong stakeholder engagement and communication skills.
  • Experience working across multiple systems and datasets.

ASC is Australia’s submarine company. We built the Royal Australian Navy’s Collins Class submarines, sustain them, and are now delivering their Life of Type Extension to increase the boats’ service lives. About the Opportunity

This newly created role will influence how workforce capability is managed across one of Australia's most significant defence programs.

ASC is seeking a Capability & Competency Manager to join a newly established team responsible for building and governing workforce capability frameworks across critical defence programs. Initially supporting the Submarine Sustainment program, this role will play a key part in defining how competency, certification, compliance and workforce capability are managed across ASC into the future.

This is an opportunity to join a function at the beginning of its journey. You'll help create the frameworks, systems and governance that support a suitably qualified and experienced workforce, while working with stakeholders across Australia and the United States.

What you'll be doing

  • Develop, implement and continuously improve competency and capability frameworks
  • Lead the governance and administration of workforce competency systems
  • Manage certification and recertification frameworks, processes and compliance requirements
  • Track workforce capability, qualifications, certifications and workforce readiness
  • Analyse workforce data and provide reporting, insights and compliance metrics to leadership
  • Partner with operational leaders, training teams and program stakeholders to identify capability gaps and workforce risks
  • Support employees returning from international programs by recognising and managing qualifications, skills and experience
  • Work with Australian and US stakeholders to align training, qualification and compliance requirements
  • Establish governance, processes and controls that support an audit-ready environment
  • Drive continuous improvement across systems, reporting, competency management and workforce assurance activities.

About you

You enjoy creating structure in environments where processes are still evolving. You can work through ambiguity, build stakeholder relationships and translate complex workforce capability requirements into practical solutions.

You'll bring:

  • Experience in competency management, workforce capability, learning and development, training governance or workforce compliance
  • Strong understanding of competency-based training and assessment frameworks
  • Knowledge of Australian qualification and training frameworks
  • Experience managing certifications, registrations or workforce compliance requirements
  • Strong stakeholder engagement and communication skills
  • Experience working across multiple systems and datasets
  • Strong analytical, reporting and problem-solving capability
  • Ability to manage competing priorities and deliver outcomes in a changing environment
  • Resilience, adaptability and a continuous improvement mindset.

This role requires a current National Police Clearance and an Australian Defence Security Clearance. Your eligibility for this role is dependent on you obtaining and maintaining such clearance.
