Job summary

City of Gold Coast is seeking a skilled Business Analyst to lead analysis across projects and programs, collaborating with project managers, senior analysts and leads to identify business needs and define effective solutions.

You will work in a greenfield environment, drive requirements, use-case discovery (including AI considerations), and ensure delivery aligns with strategic objectives and delivers tangible value for the City. This is a fixed-term full-time contract to 30 June 2027.

Qualifications

• Strong stakeholder engagement and communication skills.
• Recent demonstrated experience delivering business analysis outcomes across programs and projects.
• Bachelor Degree in Business (IT Business Analysis), Project Management or equivalent or relevant experience.
• Ability to work independently with initiative and as part of a team.
• Experience in Local Government (preferred).
• AI experience from use-case discovery to validation to implantation (advantageous).

• Facilitate stakeholder alignment, communicate complex matters clearly and escalate unresolved issues.
• Lead business and use-case discovery to define problems, current processes, pain points and success measures, including AI suitability.

About the Role

As a Business Analyst, you will work closely with Project Managers, Senior Business Analysts and Business Analysis Leads to identify business needs, define effective solutions, and support the successful delivery of projects and programs. You will lead business analysis activities across assigned initiatives, ensuring outcomes align with strategic objectives and deliver value to the City. This is a full-time fixed term contract to June 30 2027

Key Responsibilities

• Partner with stakeholders to identify business needs, define solutions and support successful implementation.
• Elicit, analyse and manage requirements across the delivery lifecycle, producing fit-for-purpose process maps, features, user stories, acceptance criteria, business rules and traceability artefacts
• Work effectively in a greenfield environment, helping to define and continuously improve delivery processes, roles, governance, decision points, hand-offs and BA ways of working while solutions are being developed.
• Define business value, adoption and operational-readiness requirements, including baseline measures, benefits, monitoring, support arrangements, service transition, user impacts and post-implementation review.
• Facilitate stakeholder alignment and informed decision-making, communicating complex matters clearly, maintaining visibility of assumptions, risks and dependencies, and escalating unresolved issues where required.
• Lead business and use-case discovery to define the underlying problem, current processes, pain points, stakeholders, expected outcomes and measures of success before determining whether AI is an appropriate solution
