Job description

This position will form part of the Maritime Safety Queensland (MSQ) Maritime Assets and Infrastructure (MAI) unit. The role is responsible for the management of infrastructure projects, primarily through feasibility, planning and design supporting implementation of MSQ’s State Boat Harbour (SBH) master plans focused on land-side infrastructure (access roads, car parks, public amenities, active transport connections, open space), marine infrastructure and associated technical investigations. The role may also support other priority MAI infrastructure projects where required, subject to program priorities and available funding.

A priority project for the Project Manager will be the Scarborough SBH upgrade project, the first implementation project arising from the Scarborough SBH master plan. The project will deliver public infrastructure improvements, progressing a concept design to a detailed design level suitable for future construction procurement. The Project Manager will lead the progression of the project through detailed design and construction-readiness.

The detailed design process will provide greater confidence in construction costs, delivery staging and procurement requirements, enabling Maritime Safety Queensland to prioritise and sequence future construction works in accordance with approved and available funding.

The successful applicant will ensure all projects align with the Transport and Main Roads (TMR) governance framework, OnQ methodology, and Maritime Infrastructure Investment Programme reporting and assurance requirements.

Accountabilities
  • Manage infrastructure projects through feasibility, concept and detailed design to close-out or handover for construction procurement, ensuring delivery within approved scope, schedule, and budget.
  • Develop and maintain project scopes, project management plans, schedules, cost plans, risk registers and other project controls appropriate to the size, complexity and risk of each project.
  • Manage multidisciplinary consultants and technical advisers, including coordination of design development, technical investigations, design reviews, approvals and resolution of design interfaces.
  • Coordinate planning, environmental, technical and stakeholder requirements necessary to progress projects through relevant approval and assurance gateways and achieve construction-readiness.
  • Manage project procurement activities, including preparation of scopes and tender documentation, coordination with relevant procurement and governance areas, and evaluation of consultant and contractor submissions.
  • Manage or oversee consultant and contractor engagements, including deliverables, progress claims, variations, performance, risks and contractual obligations, consistent with applicable delegations and procurement requirements.
  • Maintain project schedules and risk registers, providing proactive management of emerging risks and issues.
  • Manage project financial performance, including budgets, cash flows, expenditure, forecasting, commitments and monthly financial validation using TMR project management and financial systems, and provide accurate milestone and financial reporting.
  • Coordinate stakeholder engagement and communication, ensuring timely liaison with local councils, contractors, consultants and internal stakeholders.
  • Ensure compliance with departmental policies, workplace health and safety standards, and sustainability objectives.
  • Contribute to continuous improvement of project management systems and templates.
  • Undertake other duties as directed and aligned to MAI objectives.
Desirable Requirements
  • Demonstrated substantial experience managing infrastructure projects through planning, design and delivery phases, preferably within a transport, marine, civil infrastructure, government or similarly regulated environment.
  • Relevant tertiary qualifications in project management, engineering, construction, planning or a related discipline would be highly regarded. Proven experience in the delivery of small-to-medium civil or marine projects, ideally within a government or regulated environment.
  • Strong understanding of procurement, contract management, and financial governance processes.
  • Familiarity with TMR’s OnQ project lifecycle, or other gated assurance frameworks (e.g., PRINCE2, PMBOK).
  • Highly developed stakeholder and contractor management skills.
  • Excellent written and verbal communication skills.
  • Experience with project systems such as 3PCM, SAP, or MS Project considered an advantage.
