Job summary

The Shire of Carnarvon is seeking an experienced Payable Accounts Officer to manage creditor payments and maintain accurate records. You will ensure timely processing, authorisation and reporting in line with policy and governance.

You will deliver professional customer service, support month-end close, and work within a team focused on continuous improvement and compliance with WA regulations.

Qualifications

  • Experience in accounts payable or finance administration.
  • Strong attention to detail and accuracy.
  • Understanding of invoice processing and creditor management.
  • Experience working in Western Australia local government preferred.

Responsibilities

  • Process supplier invoices accurately and on time.
  • Maintain creditor records including ABN and banking details.
  • Prepare creditor payment runs for review and approval.
  • Ensure compliance with Local Government Act 1995 and regulations.
  • Provide professional service to staff, suppliers, and stakeholders.

$80,444.07 plus superannuation, housing and district allowances (if eligible).

$3,500 retention bonus payable on completion of 3 years.

The Accounts Payable Officer is responsible for the accurate, timely, and compliant processing of creditor payments, while also contributing to a high standard of internal and external customer service. The role supports strong financial governance by ensuring all payments are appropriately authorised, recorded, and reported in accordance with legislative requirements, internal controls, and Shire policies, and by actively participating in customer service delivery, including shared call flow responsibilities.

What You’ll Do

As our Payable Accounts Officer, you will:

Demonstrate successful leadership through the application of the Shire's core values by promoting a work culture of sustainability, quality improvement, efficiency, and excellent customer service that corresponds to our Code of Conduct and Customer Service Charter.

A commitment to a safe work environment and WHS legislation, policy and processes.

Process supplier invoices accurately and within required timeframes, including matching invoices to purchase orders and confirming appropriate approvals.

Allocate expenditure to the correct general ledger accounts, cost centres and projects, and prepare creditor payment runs for review and approval.

Maintain accurate creditor records, including ABN and banking details, monitor invoice queues and follow up outstanding approvals.

Ensure transactions comply with the Local Government Act 1995 (WA), Local Government (Financial Management) Regulations 1996 (WA) and relevant Shire financial management, procurement and delegation policies.

Maintain appropriate audit trails and supporting documentation, identify duplicate, incorrect or non-compliant invoices, and support separation of duties and internal financial controls.

Complete regular creditor reconciliations, investigate discrepancies and assist with month-end processes, financial reporting and audit schedules.

Provide timely, professional and courteous customer service to staff, suppliers and other internal and external stakeholders, including responding to payment and account enquiries.

Participate in the Shire’s shared customer service call flow, respond to inbound calls and direct enquiries appropriately.

Work collaboratively with suppliers and internal departments to resolve discrepancies and support correct procurement, receipting and invoicing practices.

Identify and support improvements to accounts payable systems and processes, including automation and other efficiencies, while contributing to a Finance team culture of accountability, compliance and continuous improvement.

About You

You’ll bring:

Demonstrated experience in accounts payable, finance administration, or similar role.

Highly developed ability to uphold a values‑based approach in the workplace.

Sound understanding of invoice processing, reconciliations, and creditor management.

Strong attention to detail and high level of accuracy.

Ability to manage competing priorities and meet deadlines.

Well‑developed communication and interpersonal skills.

Proficiency in Microsoft Office, particularly Excel.

Ability to maintain confidentiality and exercise discretion.

Experience working within Local Government in Western Australia.

Familiarity with financial systems such as SynergySoft.

Understanding of procurement and purchasing processes.

Relevant qualification (e.g. Certificate IV in Accounting, Bookkeeping, or Finance).
