Organizational context: The Department of Operational Support (DOS) provides global operational support to UN Secretariat entities. The Facilities and Commercial Activities Service (FCAS) manages the UN Headquarters complex, overseeing facilities, property, travel, and other services. This Programme Management Officer role sits within FCAS, reporting to the Senior Programme Management Officer for the UN80 Travel Processing Consolidation Project.
Job purpose: The Programme Management Officer will support the development, implementation, and evaluation of the UN Secretariat's travel consolidation project. This involves monitoring project progress, analyzing data from various sources including Umoja travel data and vendor information, and identifying issues to propose corrective actions. The role includes conducting research, assisting in consolidation development by analyzing operational issues and trends, and preparing evaluations and studies for advanced technology and vendor sourcing. The officer will also design data collection tools, analyze survey responses, and prepare statistical reports and compliance analyses for management and member states. Additionally, the position provides technical support for meetings, conducts training workshops, and coordinates budget and funding activities, utilizing data visualization methods for informed decision-making and reporting.
Responsibilities: Key responsibilities include participating in the development, implementation, and evaluation of the UN Secretariat travel consolidation project, monitoring progress, and identifying issues for corrective action. The role involves performing consulting assignments, facilitating workshops, and developing client action plans. Researching and analyzing diverse data sources, including Umoja travel data, potential vendors, and technology partners, is crucial. Assisting in consolidation development through analysis of operational issues and data trends, and preparing evaluations and studies for technology implementation and vendor sourcing are also key duties. The officer will design and manage survey initiatives, analyze responses, and prepare various written outputs such as statistics, compliance analyses, and progress reports. Providing technical and substantive support for meetings, conducting outreach and training activities, and coordinating budget and funding activities are also required. The role involves collecting and analyzing travel data to identify trends and provide insights using data visualization for planning and reporting.
Education: An advanced university degree (Master’s or equivalent) in business administration, management, economics, or a related field is required. A Bachelor's degree with two additional years of relevant experience may substitute. Completion of data analytics, business analytics, or data science programs is advantageous. A project management certification is desirable.
Work experience: A minimum of five years of progressive experience in project or programme management, administration, or a related area is required. Two years of experience in developing or implementing processes, systems, or standards in a travel-related client service environment is also required. Experience supporting the consolidation, standardization, or transformation of travel or administrative services across multiple locations is necessary.
