Qualifikationen

Organizational context:

The UNOPS Austria Multi-Country Office (AUMCO) in Vienna supports operations across 12 countries in South-East Europe, Türkiye, the South Caucasus, and Central Asia. It provides technical expertise, operational support, and sustainable infrastructure solutions. The office is a regional and thematic centre of excellence, notably supporting the global Water, Environment, and Climate portfolio and implementing flagship initiatives like Blueing the Black Sea and Türkiye’s post-earthquake recovery programme.

Job purpose:

The Project Manager (Implementation) is responsible for the end-to-end management of projects, from initiation to closure, ensuring effective delivery and oversight. This role ensures that project outputs are delivered within agreed tolerances for time, cost, scope, quality, risk, and benefits, acting on behalf of the Project Board. The incumbent will apply a deep understanding of project planning, implementation, monitoring, and control, managing stakeholder expectations and ensuring adherence to legal agreements. The Project Manager serves as the primary point of contact for coordination with donors, partners, and beneficiaries, ensuring alignment with contractual commitments and UNOPS performance standards.

Responsibilities:

The Project Manager will develop, implement, and update project plans, managing resources and initiating corrective actions as necessary to ensure overall progress and achievement of milestones. Key duties include embedding sustainability dimensions, ensuring the quality of work packages, and liaising with external suppliers for timely delivery. The role involves monitoring project progress, controlling variances, managing changes, and identifying/mitigating project risks to maximize benefits. The Project Manager will also advocate for UNOPS services, identify growth opportunities, and ensure compliance with organizational policies, local laws, and financial regulations. This includes maintaining project documentation, supporting audits, and preparing regular project and financial reports. Effective stakeholder engagement, quality assurance of deliverables, and fostering a knowledge-sharing environment within the project team are also critical responsibilities.

Education:

A Bachelor's degree (or equivalent) in any discipline with 7 years of relevant experience, or a Master's degree (or equivalent) in any discipline with 5 years of relevant experience is required. A project management certification from a globally recognized institute is desired, as is professional certification in a technical topic relevant to the job area.

Work experience:

Required experience includes implementing complex projects/programmes, project planning, implementation, control, communication, and reporting. Knowledge of quality assurance methodologies and experience managing project risks in a multi-stakeholder context are also essential. Experience working in multicultural environments or UN system organizations in a developing country, or in development/humanitarian contexts, is desired.
