Organizational Setting

The Division of Energy Planning and Nuclear Information and Knowledge comprises the Planning and Economic Studies Section, Nuclear Knowledge Management Section and the Nuclear Information Section. The Division is responsible for strengthening capacities in energy and nuclear power planning, building capacities to manage nuclear knowledge and develop nuclear workforce and provide knowledge management and human resource development services to interested member states, and to procure and provide printed and electronic information in the area of nuclear science and technology.

The Nuclear Knowledge Management Section assists Member States by developing methodology and guidance documents in nuclear knowledge management and human resource development; implementing knowledge management and human resource development initiatives; facilitating sustainable education, training and information exchange in nuclear science and technology; and assisting Member States in maintaining and preserving nuclear knowledge and developing nuclear workforce.

Main Purpose

The Nuclear Knowledge Management Specialist builds on experience with nuclear technology and knowledge management in the nuclear sector, with respect to the entire nuclear technology life-cycle, including design, construction, operation, decommissioning, and radiative waste management. He/she supports the development and implementation of effective knowledge management (KM) methods, including the development of sustainable knowledge management systems and processes to capture and manage nuclear information and human resources' expertise based on Member State needs.

Role

The role of the Nuclear Knowledge Management Specialist within the Nuclear Knowledge Management Section is: (1) a technical project manager, developing and implementing guidance, methods and programmes related to nuclear knowledge management, including human resource development; (2) an expert team member, providing analysis, developing knowledge and information system/process requirements, solutions, and resources, and; (3) a scientific secretary, and/or technical officer providing coordination of initiatives, meetings, workshops and communications between IAEA experts, Member State counterparts, and other external partners/stakeholders.

Functions / Key Results Expected

  • Coordinate initiatives with/for Member States to enhance NKM systems and their effective utilization.
  • Lead the development and update of the NKM methodology, resources/repositories, artificial intelligence and digital information resource management and sharing mechanisms/networks.
  • Develop requirements based on stakeholder involvement for the development/implementation of knowledge organization systems and platforms, including NKM support technical/expert communities.
  • Develop nuclear taxonomies, ontologies and classification systems, including subject analysis and identification or auto-generation of metadata.
  • Lead in the development of guidance and best practice documents for lifecycle management of design knowledge using semantic technology and knowledge platforms.
  • Facilitate the adoption and implementation of common approaches to knowledge-centric and human-centric plant information models in Member States,
  • Initiate, plan and conduct technical meetings for Member States to review and discuss the status and progress achieved in the area of NKM.
  • Undertake studies and comparative assessments or initiatives to capture and disseminate best practices of various NKM platform implementation approaches.
  • Strengthen existing or establish new partnerships, knowledge sharing networks, etc. with organizations in Member States with a view to promoting and enhancing semantic NKM technology adoption and implementation.
  • Develop and deliver as requested appropriate training, schools, events and projects, on nuclear knowledge management and human resource development.

Qualifications, Experience and Language skills

  • Master's Degree

    Advanced university degree in nuclear engineering or science/technology.

  • Bachelor's Degree

    University degree in nuclear engineering or science/technology with two years of additional relevant experience may be considered in lieu of advance university degree.

  • Direct and significant nuclear engineering knowledge and experience related to the nuclear facility life-cycle, such as reactor design, licensing, construction, operations, decommissioning, etc.
  • Experience with information systems and services, competency and learning management systems, and organizing information resources.
  • Experience in leading multicultural and multidisciplinary projects and/or teams.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84672 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 41997*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
